Monterey County Luxury Homes for Sale

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Monterey County’s luxury homes are concentrated along the coast, in Pebble Beach, Carmel-by-the-Sea, Carmel Highlands and Big Sur, and inland in Carmel Valley. Two rules matter more here than almost anywhere else in California: on the Monterey Peninsula, a State Water Board order bars Cal-Am from serving new connections or added use from Carmel River water, and in the Del Monte Forest, Carmel and Big Sur coastal areas, every new structure needs county design approval before a building permit issues.

This page explains where estate homes are and what to check. It gives no prices or market statistics; ask us for a current comparable-sales review of any property.

Where to look in Monterey County

Pebble Beach and the Del Monte Forest. Pebble Beach real estate is unincorporated and in the Coastal Zone, so the county, not a city, issues permits, and the Del Monte Forest Land Use Plan applies. Homes sit on forested lots and along the shoreline, generally on Cal-Am water. Our guide to Pebble Beach coastal property records lists the permits to request.

Carmel-by-the-Sea. Carmel-by-the-Sea real estate is a small incorporated city of village cottages and homes on small lots. The city says most exterior alterations need Design Study approval from its Community Planning and Building Department, some projects also go to the Planning Commission, and its Residential Design Guidelines call for human-scale design and preserving the forest character. In the single-family zone, the city says transient rentals may not be for fewer than 30 days.

Carmel Highlands and Big Sur. Carmel Highlands real estate and Big Sur real estate are unincorporated coastal areas of steep sites and long views, with springs, wells, small water systems and septic common. Both fall under the county’s coastal design control rules, and the county prohibits vacation rentals in the Big Sur Coast Land Use Plan area.

Carmel Valley. Carmel Valley real estate runs from village lots to acreage estates and ranch parcels, inland of the Coastal Zone. Water comes from Cal-Am in parts and from wells and small systems elsewhere, and septic is common; see our Carmel Valley rural water and wastewater guide.

Peninsula cities. Monterey real estate and Pacific Grove real estate include hillside and waterfront homes on city lots, on Cal-Am’s Peninsula system and city rules. For ranch estates in the Salinas Valley and south county, see Monterey County land and ranches, and for vineyard property, Monterey County vineyards.

Several unincorporated areas use a city mailing address. Confirm jurisdiction by parcel number; our unincorporated Monterey County page explains the check.

What to check before you buy

Water on the Monterey Peninsula

Under the State Water Board’s cease and desist order (Order WR 2009-0060, amended by WR 2016-0016), Condition 2 prohibits Cal-Am from diverting Carmel River water for new service connections, or for increased use at an existing address that results from a zoning or use change. For an estate buyer, that matters if you plan to add a guest unit, split a lot or build on a vacant parcel. The Monterey Peninsula Water Management District applied in October 2025 to lift Condition 2, and hearing steps ran through November 2026; no decision had been reported at our review, so treat the limit as in force.

Separately, the Monterey Peninsula Water Management District runs a water permit process for fixture changes, including adding bathrooms. Ask for the property’s water permit history before you plan a remodel; our guide to water use and property plans explains what to request.

Coastal design approval and coastal permits

In the county’s coastal Design Control districts, which cover the Big Sur Coast, Carmel and Del Monte Forest plan areas, Chapter 20.44 requires a design approval before any building permit issues. The county reviews size, configuration, materials and colors to protect the public viewshed and neighborhood character, and may attach conditions. Applications include elevations, color samples and plot plans, neighbors get mailed notice at least 10 days before a decision, and the Planning Commission hears the projects with the greatest potential to affect public views, such as those in critical viewsheds. Approved designs must be built substantially as approved.

Design approval sits alongside the coastal development permit. The California Coastal Commission explains that once it certifies a Local Coastal Program, most coastal permit authority passes to the county, while the Commission keeps appeal authority over certain projects. Before you buy a coastal home you intend to remodel, ask for the permit file; our guide to existing coastal home records lists what to pull.

Fire hazard zones and insurance

The State Fire Marshal’s fire hazard severity zone maps classify land as Moderate, High or Very High. State Responsibility Area maps took effect April 1, 2024, and Local Responsibility Area maps were released in phases from February 10 to March 24, 2025. Check the parcel on the map viewer.

In a High or Very High zone, Civil Code 1102.19 requires the seller to provide documentation of compliance with defensible space rules, or a written agreement under which the buyer obtains it. See our AB 38 defensible space inspection guide.

Line up insurance during your contingency period. The California FAIR Plan covers residential property up to $3 million per location, per the Department of Insurance, as a limited fire policy; water damage, liability and theft need a separate difference-in-conditions policy. Compare that limit with the home’s rebuild estimate. Our FAIR Plan guide for homebuyers explains the pairing.

Septic systems

Where there is no sewer, the county Environmental Health Bureau permits septic systems under its Local Agency Management Program, approved by the Central Coast Water Board in 2018. Existing working systems may continue, but new systems, repairs and replacements must meet LAMP standards, and difficult sites may need supplemental treatment. On an estate, that can limit added bedrooms or a guest house.

Owning and financing an estate home

Vacation rentals. The county licenses homestays and limited vacation rentals and caps commercial vacation rentals by planning area, including 57 in Del Monte Forest and 118 in the Carmel Area Land Use Plan, per its vacation rental page. Commercial rentals are excluded from Carmel Valley Master Plan residential districts and all vacation rentals are prohibited in Big Sur. Don’t count on rental income without confirming the license path for the parcel.

Transfer tax. The county’s documentary transfer tax is $0.55 per $500. The county pages we reviewed list no separate city tax; confirm with your title officer. See California transfer tax.

Jumbo financing. The 2026 one-unit conforming loan limit in Monterey County is $994,750, per FHFA; above that, a loan is jumbo and follows the lender’s own rules. Limits reset each year. See our jumbo loans guide.

Private and off-market sales. Some Peninsula owners sell without public marketing. We handle private and off-market sales and can explain the trade-offs; see also buying a luxury home.

Questions people ask

Can I add a guest house to a Pebble Beach home?

It depends on water as much as zoning. Cal-Am may not serve increased use from a zoning or use change with Carmel River water while Condition 2 stands, and the structure needs county design approval.

What is design approval in Monterey County’s coastal areas?

A review of a structure’s size, configuration, materials and colors, required before a building permit in Design Control districts in the Big Sur Coast, Carmel and Del Monte Forest plan areas.

Does Carmel-by-the-Sea have design review?

Yes. The city says most exterior alterations need Design Study approval, and some projects go to the Planning Commission.

Can I rent a Carmel-by-the-Sea home short term?

Not in the single-family zone, where the city says transient rentals may not be for fewer than 30 days.

Are vacation rentals allowed in Big Sur?

No. The county prohibits vacation rentals in the Big Sur Coast Land Use Plan area.

Is Pebble Beach a city?

No. It is unincorporated, so County of Monterey planning and Coastal Zone rules apply.

Does the FAIR Plan cover a high-value home?

Up to $3 million per location for residential policies, as a limited fire policy. Other coverages require a separate difference-in-conditions policy.

Where does a jumbo loan start in Monterey County?

Above $994,750 for a one-unit home in 2026, per FHFA.
