What multifamily in Sloughhouse looks like
Sloughhouse is farm and ranch country along Jackson Highway, and conventional apartment buildings are not part of the picture. Income property here usually means a rural home with one or more accessory dwellings, a ranch with a second home or farmworker housing, or a mobile home on agricultural land where the County allows it. The appeal is acreage and agricultural income; rental units come second. For financing on a home plus ADUs or a small multi-unit property, see financing 2-4 unit properties. Apartment building loans apply only to five or more units, which are rare here.
Where the zoning allows it
Sloughhouse is unincorporated, so the Sacramento County Zoning Code controls, and most land is in agricultural or agricultural-residential districts. Confirm the parcel’s district on the County’s zoning map viewer.
| District | Housing allowed | Notes |
|---|---|---|
| AG-20, AG-40, AG-80, AG-160 | A farm home, plus accessory and farm-related housing as allowed | Minimum lots of 20 to 160 acres; zones aim to keep farmland in production |
| AR-1, AR-2, AR-5, AR-10 | Rural homes on 1 to 10 acre minimum lots | The County says AR districts are not single-family residential zones |
| RD-1 to RD-10 | Single-family to duplex and townhome densities | Only where mapped, typically near urban areas |
| RD-15 and higher | Multifamily | Not expected in rural Sloughhouse; confirm on the map |
ADUs. Accessory dwellings are the main way to add rentable units. The County’s ADU standards guide, dated October 22, 2026, states that the County’s local ADU ordinance was repealed that day and state law now prevails. It describes up to three accessory units with a single-family home, including one new detached ADU of up to 1,200 square feet, plus a JADU and an attached or converted ADU. Detached ADUs accessory to a home are generally limited to 16 feet in height, with 4-foot side and rear setbacks. On rural lots, septic and well capacity usually decide how many are practical. See our ADU investment guide.
SB 9. State SB 9 lot splits and two-unit projects apply to single-family residential zones. Because the County’s zoning code states that agricultural-residential districts are not single-family residential zones, and AG districts are farm zones, most Sloughhouse parcels are unlikely to qualify. See our SB 9 lot split guide.
Farm uses that support rentals. Chapter 3 of the Zoning Code allows farm stands by right in AG and most AR districts and small wineries on three acres or more. Primary processing of agricultural products is allowed in AG districts. Those uses can add income alongside rental housing on a ranch property.
Rent rules: state law only
Sloughhouse has no local rent ordinance. The Attorney General’s rent cap page places Sacramento County in All Other Counties. Covered units may rise up to 8.6% for increases from August 1, 2026 through July 31, 2027. A single home or ADU rented by an individual owner can be exempt from AB 1482 with the required notice. Farmworker housing provided as part of employment can raise separate employer-housing rules. See our AB 1482 guide and just cause eviction guide.
Sloughhouse rental property rules
- County registration. Residential rentals in unincorporated Sacramento County, including ranch homes and ADUs, must register under the Rental Housing Inspection Program. The fee is $16 per unit per year.
- Short-term rentals. The County’s STR rules require the owner or a long-term renter to live on site at least six months a year and limit each party to 29 days a year. Only ADUs permitted before January 1, 2020 qualify, and JADUs and guest houses never do. Guests pay the County’s 12% transient occupancy tax.
- Transfer tax. Only the County’s $0.55 per $500 applies.
Wells, septic, flood and land issues
Rural parcels in this area commonly rely on private wells and septic systems; confirm the service for each parcel. Each added unit needs septic capacity and adequate water, and County Environmental Management review is the usual gate. Parcels near the Cosumnes River or Deer Creek may carry flood zone limits, including the County’s F flood combining zone requiring elevated first floors. Land under a Williamson Act contract carries limits on non-agricultural uses. Nearby land use is changing as well. The County’s Sloughhouse Solar Facility Final EIR (2023) covers a 50-megawatt project on about 381 acres of grazing land; we have not confirmed its approval. Older farm buildings converted to housing should be checked for permits before you count them as units.
Underwriting a Sloughhouse rental purchase
- Confirm the AG or AR district, minimum lot size and any Williamson Act contract.
- Count only permitted units; confirm each ADU or second home with County permit records.
- Test well yield and inspect the septic system before relying on existing or added units.
- Register units with the County program and classify them under AB 1482.
- Collect leases and estoppel certificates, and separate agricultural lease income from residential rent.
- Rebuild expenses with reassessed taxes, well and septic upkeep, insurance and flood costs in our rental property analysis.
Questions people ask
Can I build apartments in Sloughhouse?
Generally no. Sloughhouse land is mostly in agricultural districts; apartments need RD-15 or higher zoning.
How many ADUs can I add to a Sloughhouse home?
State law, as described in the County’s October 2026 guide, allows up to three accessory units with a home, subject to well and septic capacity.
Does SB 9 let me split my Sloughhouse acreage?
Usually not. The County treats AR districts as distinct from single-family zones, and AG land is farm zoning.
Is there rent control?
No local ordinance. AB 1482 applies to covered units.
Do I need to register a ranch rental?
Yes. County rentals in unincorporated areas register under the Rental Housing Inspection Program at $16 per unit per year.
Can I rent my guest house short term?
No. Guest houses and JADUs cannot be used as County short-term rentals.
Groundwater management crosses local service boundaries
Omochumne-Hartnell Water District identifies groundwater-management responsibilities in both the South American and Cosumnes subbasins, on opposite sides of the Cosumnes River. Its district history describes agricultural supplemental-water management and four flashboard dams now maintained for recharge. A Sloughhouse mailing address alone does not identify the applicable groundwater agency or water entitlement. Match the parcel to the agency boundary and request current fees, well records and any extraction requirements; a recharge project is not a promise of supply to an individual property.
