What multifamily in Fulton looks like

Fulton has little conventional apartment housing. Rental property here is mostly single-family homes, houses with an ADU or junior unit, small acreage with a second dwelling or farmworker unit, and mobile homes. A duplex or small multifamily building would need R2 or R3 zoning, plus water and wastewater to serve it. Many buyers looking at "Fulton" listings are really comparing them with Santa Rosa property next door, where city rules differ. For two to four units, read financing 2-4 unit properties; for larger buildings, see apartment building loans.

Where the zoning allows it

Fulton is unincorporated, so County Article 08 and Article 06 apply. Look up each parcel in the Official Zoning Database.

District Duplex Multifamily Other units and density
R1 No No ADU, JADU; 1 to 6 units per acre; mobile home park by use permit
R2 Permitted Permitted 6 to 12 units per acre
R3 Permitted Permitted 12 to 20 units per acre
RR No No ADU, JADU, guest house; 1 to 20 acres per home; no ag service uses
AR No No ADU, JADU; farm animals and crops allowed
LIA, DA No No ADU, farmworker and agricultural employee housing; LIA 20-acre and DA 10-acre minimum lots
CR, AS — — Single-family dwellings permitted; Article 10 does not list mixed use in either

Water service must be checked by address. California American Water’s 2024 Larkfield water-quality report expressly lists Fulton among the communities served. The system uses Glen Ellen formation wells and purchased Sonoma County Water Agency water, supplies residential and commercial customers, and treats naturally occurring arsenic, iron and manganese as well as disinfecting the supply. This identifies a public water provider in the community; it does not establish a connection, capacity or fire flow for every parcel. Obtain the seller’s bill and written provider confirmation. Wastewater service is a separate inquiry: confirm an actual sewer connection or obtain septic permits and capacity records.

SB 9. Permit Sonoma’s SB 9 page requires a single-family zone inside a U.S. Census urban area. A point query of the County’s census urban area layer at central Fulton returns the Santa Rosa urbanized area. That means R1 lots in Fulton may qualify for a lot split or two-unit project, subject to the County’s checklist, hazard screening and an owner-occupancy affidavit for splits. Septic and well capacity will often decide what can actually be built. Rural and farm zones do not qualify. See our SB 9 lot split guide and ADU investment guide.

Rent rules: state rent cap plus County tenant protections

State law. The Attorney General’s rent cap page, updated July 16, 2026, puts Sonoma County under "All Other Counties." Covered units are limited to 8.6% for increases from August 1, 2026 through July 31, 2027. Fulton has no local rent cap.

County, not city, rules. Because Fulton is outside Santa Rosa, the County’s Ordinance 6496, finally passed September 17, 2024, governs tenancies:

  • Tenants get just cause protection as soon as lawful occupancy starts.
  • Nonpayment counts as just cause only above one month’s rent owed.
  • No-fault relocation is the greater of HUD Fair Market Rent for the Santa Rosa area or actual monthly rent.
  • Termination information must be filed with the County within three days of the notice, per the landlord page.
  • Some deed-restricted affordable units that state law exempts are covered.

See our AB 1482 guide and just cause eviction guide.

Fulton rental property rules

  • Short-term rentals. County rules bar vacation rentals in R1 to R3, ADUs, farmworker housing, LIA and Williamson Act land. They are permitted in AR and RR subject to licensing. The 2023 cap and exclusion proposal did not include Fulton. More in our vacation rental rules.
  • Transfer tax. The County Recorder charges $0.55 per $500. Santa Rosa’s extra $2.00 per $1,000 applies only inside the city, not in Fulton.

Wells, septic, flood and older buildings

  • Utilities. Fulton includes public-water customers. Confirm the specific water provider, meter, capacity, wastewater arrangement and connection charges for the parcel.
  • Flood. Where FEMA floodplain is mapped, Chapter 7B requires the lowest floor of a new or substantially improved home to be 12 inches above base flood elevation. The residential trigger is work equal to 40% of value, counted across three years of permits.
  • Older buildings. Have older rentals and mobile homes checked for permits. Three-plus-unit buildings with elevated decks need SB 721 inspections, and older wood-frame buildings may warrant a seismic retrofit review.

Underwriting a Fulton multifamily purchase

  1. Confirm the parcel is unincorporated and check its zone and the permit status of every unit.
  2. Test the well and inspect the septic system, and confirm both can carry the unit count.
  3. Classify units under AB 1482 and Ordinance 6496, and model covered increases at or below 8.6%.
  4. Budget relocation at Fair Market Rent or actual rent for any planned no-fault move-out.
  5. Collect leases, rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, well and septic upkeep and fire insurance in our rental property analysis.

Fire protection and site review

The Sonoma County Fire District names Fulton in its service area. Ask the district about emergency access and the water supply required for the proposed occupancy before assuming a site can support more residents, employees or visitors. A district service boundary does not establish that a particular driveway or building meets current requirements.
