What multifamily in Elmira looks like

Elmira is a small unincorporated town in the farmland between Vacaville and Dixon. Its housing is mostly single-family homes on large and half-acre lots, with a small town core where the county’s mixed-use zoning allows apartments. Income property here tends to be a house with an ADU, an older home or small building in the core, or a farm property with a secondary dwelling. Larger apartment buildings are found in nearby Vacaville and Dixon, which have their own rules. For financing, see financing 2-4 unit properties and apartment building loans.

Where the zoning allows it

Solano County regulates Elmira. Section 28.32 maps three Residential-Traditional Community districts in the town, and they treat multifamily very differently.

District Where Duplex and multifamily Other housing
R-TC-MU Traditional Community Mixed Use Elmira’s town core Multifamily dwellings, rooming and boarding houses and primary dwellings allowed by right ADUs by right; retail and offices by minor use permit
R-TC-1AC (replaced RE-1) Large-lot neighborhoods Duplexes, multifamily, dwelling groups and guest houses prohibited ADU by right; hosted rental and second kitchen by administrative permit
R-TC-20 (replaced RE-1/2) Half-acre neighborhoods Prohibited, as in R-TC-1AC ADU by right; community care facilities by use permit
A-20 to A-160 Exclusive Agricultural Farmland around town Not a multifamily district One secondary dwelling by right; farm labor housing on larger acreage

So the only place to build or buy an apartment building in Elmira is the R-TC-MU core. In the residential neighborhoods, a second unit has to come through an ADU or JADU, not a duplex. On farmland, the secondary dwelling is the tool.

ADUs. County Section 28.72 allows ADUs and JADUs by right in R-TC districts. In Elmira’s R-TC districts that means a detached ADU up to 850 square feet (1,000 with more than one bedroom), an attached ADU up to half the home’s size and no more than 1,200 square feet, and a JADU up to 500. If a lot has both, the detached ADU drops to 800 square feet. ADUs need at least 380 square feet unless they meet the efficiency unit rules, four-foot side and rear setbacks, and one parking space unless an exception applies. See our ADU investment guide.

Secondary dwellings. On agricultural land, a secondary dwelling can be up to 2,400 square feet, limited to 80% of a detached main home’s size, one per lot. It is not allowed on a lot that already has a duplex or multifamily building.

SB 9. SB 9 applies to single-family zones in urbanized areas. A small rural town like Elmira may not qualify, and we found no county SB 9 rules in the sections reviewed; ask the county before relying on it. See our SB 9 guide.

Rent rules: state law only

The Attorney General’s rent cap page lists no Solano County jurisdiction with a local cap and puts the county in All Other Counties, where covered units can rise no more than 7.7% for increases from August 1, 2025 to July 31, 2026, and 8.6% from August 1, 2026 to July 31, 2027. The chart is not necessarily complete. The Tenant Protection Act generally covers units more than 15 years old and requires just cause after the qualifying tenancy period; many individually owned single-family homes can be exempt if the statutory notice is given. See our guides to AB 1482 and just cause eviction.

Elmira rental property rules

  • ADUs may be rented separately but not sold separately from the main home.
  • JADUs cannot be rented for 30 days or less; on a lot with both an ADU and a JADU, neither can. A JADU requires the owner to live in the main home or the JADU, under a deed restriction recorded before construction.
  • Secondary dwellings must be rented for more than 30 days.
  • Hosted rentals in R-TC-1AC and R-TC-20 need an administrative permit. The rental must be the operator’s primary residence, with one guest room, no weddings or parties, a working septic or sewer connection, a transient occupancy tax registration and a county business license.
  • Transfer tax. Only the county’s $0.55 per $500 applies; there is no city tax.

Water, septic and airport checks

Elmira has a community water system, built under the Solano Irrigation District’s 1991 Elmira Public Water System Project with a well, storage tank and distribution lines. Before adding units, confirm the system can serve them. Wastewater is often the harder limit: under Section 28.72, an ADU or JADU on a private septic system cannot be occupied until county Environmental Health approves the system, and a secondary dwelling requires proof of water and wastewater capacity for both homes. Elmira is also near Travis Air Force Base and Nut Tree Airport; the Travis compatibility plan, amended in 2024 according to CEQAnet, sets density criteria by zone, so ask the county Airport Land Use Commission whether any zone covers your parcel. Buildings with three or more units and elevated wood balconies need SB 721 inspections.

Underwriting an Elmira income property

  1. Confirm the district: only R-TC-MU allows apartments; R-TC-1AC and R-TC-20 bar duplexes.
  2. For added units, apply the Section 28.72 size limits and the JADU owner-occupancy rule.
  3. Confirm water service and septic capacity, and get Environmental Health records.
  4. Ask the ALUC about any Travis or Nut Tree compatibility zone.
  5. Check AB 1482 coverage unit by unit and model increases at the cap.
  6. Collect leases and estoppel certificates, then run our rental property analysis.

Questions people ask

Can I convert my Elmira house to a duplex?

Not in R-TC-1AC or R-TC-20, which prohibit duplexes. An ADU and JADU are the alternatives.

How large can an ADU be?

In Elmira’s R-TC districts, a detached ADU can be 850 square feet, or 1,000 with more than one bedroom. A JADU can be 500.

Is there rent control in Elmira?

No. Elmira follows the statewide cap, 8.6% for covered units from August 1, 2026.

Can I rent a room to short-term guests?

Yes, as a hosted rental with an administrative permit, in your primary residence, one guest room, with TOT and business license registration.

What limits adding units?

Usually water and septic capacity, plus any airport compatibility limits.

Who approves projects in Elmira?

Solano County Planning Services, with Environmental Health for septic and the ALUC for airport consistency.

Elmira’s sewer connection is a separate record

The City of Vacaville’s adopted 2022 Downtown Specific Plan describes its wastewater system as serving the city and unincorporated Elmira, with collected wastewater conveyed to the Easterly treatment facility. Municipal wastewater service therefore exists in this community. Confirm whether the particular property is connected, which lateral it uses, and whether a new occupancy or additional unit requires capacity review. County land-use jurisdiction and city sewer service are separate questions.
