What multifamily in West Sacramento looks like
West Sacramento’s rental stock splits along the ship channel. North of it, Broderick, Bryte and the Washington district hold older duplexes, fourplexes and small apartment buildings, along with mobile home parks and newer riverfront apartments in the Bridge District. South of the channel, Southport is mostly newer subdivisions with townhome and apartment communities near its commercial centers. The city’s zoning code sets clear density bands for each residential zone, and the riverfront plans allow far higher densities than older neighborhoods. For two to four units, read financing 2-4 unit properties; for larger buildings, see apartment building loans.
Where the zoning allows it
Chapter 17.08 and Chapter 17.09 of the zoning code set these densities and permit levels:
| Zone | Density (units/acre) | Duplex | Multi-unit | Manufactured home park |
|---|---|---|---|---|
| R-1 One Family | 1.1 to 6.0 gross | Permitted | Not allowed | Not allowed |
| R-2 Medium Density | 6.1 to 12.0 gross | Permitted | Permitted | Conditional use permit |
| R-2.5 Medium High Density | 12.1 to 20.0 | Permitted | Permitted | Conditional use permit |
| R-3 Multifamily | 20.1 to 50.0 | Conditional use permit | Permitted | Conditional use permit |
| C Commercial | 5.1 to 18.0 | — | Above the ground floor | — |
| MU-NC, MU-C Mixed Use | 12 to 60; 20 to 60 | — | Permitted, with conditions | — |
| CBD | 20 to 60 | — | Permitted, with conditions | — |
| WF Waterfront | 40 to 120 | — | Permitted | — |
| Bridge District and Washington specific plans | Per plan | Per plan | Per plan | Per plan |
ADUs are permitted in every residential zone and in the CBD, C, MU-NC, MU-C and WF zones, subject to Section 17.30.040. Note that a duplex in R-3 needs a conditional use permit, because R-3 is meant for higher-density buildings. Density bonuses and affordable housing incentives are in Chapter 17.23, and under Chapter 17.15 the Bridge District and Washington plans control housing types and density inside their boundaries. SB 9 applies in single-family zones. See our SB 9 lot split guide and ADU investment guide.
Rent rules: state law, no local cap
The Attorney General’s rent cap page, updated July 16, 2026, lists no local rent stabilization in Yolo County and places it under All Other Counties: up to 7.7% for increases from August 1, 2025 and up to 8.6% from August 1, 2026 through July 31, 2027 for covered units. The state’s just cause rules apply to covered tenancies. We found no general West Sacramento rent cap or just cause ordinance in the code index, but two local rules can limit rents in specific situations, described below. See our AB 1482 guide and just cause eviction guide.
West Sacramento rental property rules
- Relocation after a vacate order. Under Section 19.05.018, if the city orders a unit vacated as uninhabitable or dangerous, the owner pays the greater of two months’ HUD fair market rent for a comparable unit or two months of the tenant’s actual rent, plus reasonable moving and storage costs. Payment is due by the time the tenant leaves, and proof goes to the city within five days. Tenants get a six-month right to return at the same rent. Exceptions require a hearing, such as when the tenant caused the conditions.
- Mobile home park rent notices. Chapter 15.07, adopted by Ordinance 09-7, requires park owners to file any space rent increase with the city at least 90 days before it takes effect, listing the current rent, increase, reason and the prior year’s increases. It sets no cap. Changes of use of a park are governed by Chapter 15.06.
- Condominium conversions. Under Chapter 16.64, Article III, tenants get at least 180 days’ notice, an exclusive right to buy their unit for at least 90 days, and a relocation plan with at least $500 per unit. From the notice of intent through the tenancy period, rent may rise only once a year and no faster than the San Francisco region CPI, and eviction requires a listed cause.
- Short-term stays. Stays of 30 days or less pay the 12% transient occupancy tax.
- Transfer tax. The city’s real property transfer tax adds 27.5 cents per $500 to the County’s $0.55 per $500 under Section 3-2.04.
Levees, older stock and balconies
Much of West Sacramento sits behind levees along the Sacramento River, the ship channel and the Yolo Bypass, so check the FEMA flood zone and lender insurance requirements on every address. North-of-channel buildings are often older wood-frame stock; have them reviewed for seismic retrofit needs and deferred maintenance that could lead to code enforcement, since a vacate order triggers the two-month relocation rule above. Budget SB 721 balcony inspections for buildings of three or more units with elevated balconies or walkways.
Underwriting a West Sacramento multifamily purchase
- Confirm the zone and whether a specific plan or overlay governs the parcel, then check unit count against the density band.
- Classify each unit under AB 1482 and model covered increases at or below 8.6%.
- Review open code enforcement cases, since a vacate order means two months’ rent per unit in relocation.
- For a mobile home park, collect the city rent increase notices filed under Chapter 15.07.
- Collect leases, the rent roll and estoppel certificates.
- Add the city transfer tax, flood insurance and special assessments to our rental property analysis.
