Multifamily and Duplex Properties for Sale in Sonoma: Zoning and Rent Rules

What multifamily in Sonoma looks like

Inside the City of Sonoma, rental housing is a short list: duplexes in older neighborhoods east and west of the Plaza, small apartment buildings and complexes near Broadway and West Napa Street, apartments over downtown shops, newer affordable projects, houses with ADUs, and three mobile home parks. A fixed growth boundary and a housing allocation system mean few new buildings come to market, so most purchases are existing properties. For two to four units, read financing 2-4 unit properties; for five or more, see apartment building loans.

Where the zoning allows it

Chapter 19.10 sets density as both a minimum and a maximum, so a site can be underbuilt as well as overbuilt.

Zone Duplex Multifamily Density (units per acre)
R-HS, R-R No No Up to 0.1 and up to 2
R-L Low Density Yes No 2 to 5
R-S Sonoma Residential Yes Use permit 3 to 8; usually sites of 3+ acres
R-M Medium Density Yes 4 or fewer units permitted; 5+ by use permit 7 to 11
R-H High Density No 4 or fewer permitted; 5+ by use permit 11 to 15
R-O Housing Opportunity No Permitted at any size 15 to 25, aimed at lower-income households
R-P Mobile Home Park — Mobile home park by use permit Up to 7; the city’s three parks
MX Mixed Use New duplexes prohibited Allowed Up to 20
C, C-G Commercial No Use permit Up to 20

No new single-family homes in apartment zones. Since July 1, 2023, new single-family dwellings are prohibited in R-M, R-H, R-O and MX. Existing homes there remain legal. A buyer of a house on an R-H or R-O lot is holding a redevelopment site, not a protected single-family use.

Downtown. In the Downtown District, the plan calls for multifamily and live-work housing in the town center and higher density at the edges. R-O and MX buildings are capped at 30 feet.

ADUs and SB 9. ADUs and JADUs are exempt from the city’s housing allocation process. State SB 9 can apply to qualifying single-family lots; we did not review a city SB 9 chapter. See our ADU investment guide and SB 9 lot split guide.

Rent rules: state cap for apartments, local limits for mobilehome spaces

AB 1482. The Attorney General’s rent cap page, updated July 16, 2026, puts Sonoma County under "All Other Counties," with covered units allowed up to 8.6% for increases from August 1, 2026 through July 31, 2027. The city has no local cap on apartment rents, and we found no general just cause chapter in its code. Sonoma County’s tenant ordinance is addressed to unincorporated areas, so it generally does not reach city parcels. It may reach the Springs and El Verano just outside town.

Mobilehome space rent. Chapter 9.80, as amended in 2016, controls space rents:

  • One increase every 12 months, at 80% of the Bay Area CPI change from December to December, never over 5%.
  • The city manager posts the allowed increase by February 15.
  • On an in-place sale or lawful vacancy, rent may rise by 5% of prior rent with a $350-a-month floor that adjusts with CPI, or by $50 a month if prior rent was under $300.
  • Fair return petitions use a 1992 base year and are decided by the city manager, with appeal to a hearing officer.
  • Upgrade improvements need written consent from a majority of spaces.
  • Parks under five spaces, subsidized units and spaces that are not the homeowner’s principal residence are exempt.

See our AB 1482 guide and just cause eviction guide.

Sonoma rental property rules

  • Vacation rentals. Section 19.50.110 limits a vacation rental to two units and stays of 29 nights or less. It requires a business license, TOT registration, an annual fire certification and a manager reachable around the clock. Rentals licensed before November 3, 1999 may continue as nonconforming uses. They are not allowed in commercial or mixed-use zones. Do not assume an apartment can be converted to nightly use.
  • Transfer tax. The County Recorder applies the County’s $0.55 per $500 in the City of Sonoma with no added city amount listed. The city’s Chapter 3.20 sets $0.275 per $500, which appears to be credited within it.

Growth limits, older buildings and balconies

Housing allocations. Chapter 19.94 starts each development year, September through August, with 65 allocations. Thirty are reserved for infill, no large project gets more than 20 a year, and no more than 165 can be granted in one year. ADUs, density bonus units and many affordable units are exempt.

Growth boundary. Under Measure W, approved in November 2020, the urban growth boundary holds through 2040, and expansions are limited to fully affordable projects.

Buildings. Many older Sonoma rentals are wood frame and some sit in the historic zone, where exterior changes face review. Budget SB 721 balcony inspections for three or more units with elevated decks, and a seismic retrofit review for raised or tuck-under buildings.

Underwriting a Sonoma multifamily purchase

  1. Confirm the parcel is in the city; the unincorporated valley follows County zoning and the County tenant ordinance.
  2. Classify units under AB 1482 and model increases at or below 8.6% for covered units.
  3. Check unit count against the zone’s minimum and maximum density, and whether five or more units required a use permit.
  4. For any added units, ask whether housing allocations are needed and available this development year.
  5. For a mobile home park, model space rent at 80% of CPI, capped at 5%, and review in-place transfer resets; collect leases, the rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, insurance and SB 721 in our rental property analysis.
