What multifamily in San Lucas looks like

San Lucas is a small farm community in the Salinas Valley, about ten miles south of King City. Rental property here is usually a single-family home with a second unit, an older duplex, mobile homes, or farm employee housing on nearby ranches. With fewer than a hundred water connections in town, there are very few larger buildings. For financing basics, see financing 2-4 unit properties and apartment building loans.

Where the zoning allows it

San Lucas is unincorporated, so Monterey County’s Title 21 governs. Confirm each parcel’s zoning string and density suffix.

District What it allows Permit level and limits
MDR Medium Density Residential (21.12) First home, ADU, guesthouse, employee housing for six or fewer By right
MDR Second home, or first duplex on a vacant lot at up to 2 units/acre Administrative permit, within map density
MDR More than 2 units/acre, up to four units total; mobile home parks Use permit
MDR standards — 6,000 sq ft site. 30 ft. 35% coverage. Recreation area of at least 3% of the lot at higher unit counts
LC Light Commercial (21.18) Housing in a commercial building Use permit; residential floor area capped at commercial floor area
Farmlands (21.30) Farm and agricultural employee housing Under the Farmlands rules

Reading the density suffix. A zoning string such as MDR/4 sets a maximum of four units per gross acre. Small town lots may support only one or two units even where the suffix is higher.

ADUs. ADUs are allowed by right in MDR under Section 21.64.030, but water and sewer capacity is the practical limit in San Lucas. See our ADU investment guide.

SB 9. In unincorporated areas, SB 9 applies only to single-family lots inside a Census urbanized area or urban cluster, and not to most farmland. San Lucas lots are unlikely to qualify, but confirm with the County. See our SB 9 lot split guide.

Rent rules: state law only

Rent caps. The Attorney General’s rent cap page, updated July 16, 2026, groups Monterey County with All Other Counties. Covered units may rise up to 7.7% for increases from August 1, 2025, and 8.6% from August 1, 2026 through July 31, 2027. Salinas is the only Monterey County jurisdiction on the AG’s chart of local rent ordinances. See our AB 1482 guide.

Just cause. State just cause rules cover qualifying tenancies. See our just cause eviction guide.

Farmworker housing. Housing provided by a grower may be regulated as employee housing by the state, and occupancy tied to a job raises separate landlord-tenant questions. Confirm how each unit is used.

San Lucas rental property rules

  • Water pass-throughs. Water and sewer bills are part of a landlord’s costs in many small rentals. If the planned Cal Water consolidation goes ahead, district customers would become Cal Water customers, and rates are still being studied. Underwrite with a cushion.
  • Short stays. MDR permits homestays and limited vacation rentals under Section 21.64.290. Other inland stays of 30 days or less may need a permit under the County’s short-term rental rules. The County’s transient occupancy tax is 10.5%.
  • Transfer tax. Monterey County Code Chapter 5.32 sets $0.55 per $500 of consideration.

Drinking water, sewer and floodplain

Water history. According to LAFCO’s 2015 service review, the County Health Department ordered San Lucas residents not to drink tap water in July 2011 because of nitrate. Bottled water was used for more than three years, until a ranch identified as the contamination source drilled a compliant well in December 2014. The State Water Board’s September 5, 2025 letter found more problems:

  • seasonal nitrate spikes above the standard from 2016 to 2021
  • a 2023 compliance order over the treatment plant
  • an iron standard violation in 2024
  • missed monitoring and reports

The planned fix. On June 10, 2025, the district board chose a new second well with wellhead treatment, run under managerial consolidation by Cal Water’s King City District. The State Water Board’s February 26, 2026 FAQ estimated construction would finish around the first quarter of 2030. It listed the timeline, rates and funding as still pending. The Board may order consolidation if a voluntary agreement is not reached. Confirm the current status before closing.

Sewer. The district treats wastewater in aeration ponds with a spray field on Highway 198. LAFCO noted that when lift station pumps failed, the district had to pay for sewage hauling until repairs were made. Ask about lift station condition and any planned rate changes.

Floodplain. The South County Area Plan, amended as of March 7, 2025, bars new development from the Salinas River floodway (SC-5.3). Check flood zones on low parcels.

Buildings. Older homes and garage units may lack permits, and older wood-frame duplexes warrant a seismic retrofit review. SB 721 applies only to three or more units with elevated decks.

Underwriting a San Lucas multi-unit purchase

  1. Confirm the zoning string, density suffix and permitted unit count.
  2. Get the latest water quality notices and confirm whether consolidation has taken effect.
  3. Model water and sewer costs with room for rate changes.
  4. Separate employer-provided housing from open-market rentals.
  5. Classify units under AB 1482, model covered increases at or below 8.6%, and collect estoppel certificates.
  6. Rebuild expenses with reassessed taxes, insurance and flood coverage in our rental property analysis.

Questions people ask

Can I add units to a San Lucas lot?

On MDR land, a second home or first duplex needs an administrative permit, and up to four units needs a use permit, all within the map density and subject to water and sewer capacity.

Is the water safe to drink?

The State Water Board found in 2025 that the system had not consistently supplied safe water for several years. A new treated well and consolidation with Cal Water are planned.

Who will run the water system?

Under the plan the district chose in June 2025, Cal Water’s King City District would manage it, and customers would become Cal Water customers. The timeline was still pending in 2026.

Does rent control apply?

No local ordinance. AB 1482 caps apply to covered units.

Can I build a mobile home park?

In MDR with a use permit, subject to County standards.

Does SB 9 apply in San Lucas?

Unlikely, since it covers only urbanized single-family lots in unincorporated areas. Confirm with the County.
