Multifamily and Duplex Properties for Sale in Rio Vista: Zoning and Rent Rules

What multifamily in Rio Vista looks like

Rio Vista is a small Delta river town, and its income property is small too: duplexes and triplexes on older lots near downtown and the riverfront, a modest number of apartment buildings, mobile homes and mobilehome parks, and single-family rentals. Anyone underwriting here should expect Delta flood questions and small-town zoning written in an older style, with lot area per unit rather than units per acre. For financing, see financing 2-4 unit properties and apartment building loans.

Where the zoning allows it

Each Rio Vista residential district has its own chapter in Title 17. Several were amended by Ordinance 001-2024 (February 20, 2024) and Ordinance 018-2025 (July 15, 2025).

District Housing types permitted Lot area Height, parking
R-1 Low Density (Ch. 17.08) and R-E-1 Estate (Ch. 17.10) Single-family homes and ADUs Per chapter Not reviewed in detail
R-2 Medium Density One-family homes, duplexes and triplexes in a single structure, ADUs Duplex 6,000 sq ft; triplex 9,000 sq ft; 3,000 sq ft per unit 35 ft; one covered space per unit, four for a triplex
R-3 High Density Duplexes, triplexes, multiple dwellings, dwelling groups, rooming houses, ADUs 60 ft average width on interior lots; 90 ft average depth 35 ft; 60% coverage; 1.5 spaces per unit
R-4 High Density Same as R-3, plus small offices, shops, B&Bs and SROs by use permit 6,000 sq ft plus 1,500 sq ft per unit 35 ft; 60% coverage; 1.5 spaces per unit

R-2 tops out at three units in one building, so a fourplex or larger needs R-3 or R-4. In R-4, a 6,000 square foot base plus 1,500 square feet per unit works out to a 12,000 square foot lot for four units. In R-3, mobilehome parks are allowed with a use permit, and R-4’s non-residential uses must look residential, with residential roof forms and materials. Rio Vista also has a density bonus chapter (17.78) for affordable projects.

ADUs and SB 9. ADUs are listed as permitted uses in R-2, R-3 and R-4. SB 9 two-unit projects and lot splits apply in single-family zones of urbanized cities under state law; we did not find a local SB 9 chapter, so confirm with the city whether and how it applies to R-1 parcels. See our guides to SB 9 lot splits and ADU investing.

Rent rules: state law only

The Attorney General’s rent cap page shows no Rio Vista rent cap and places Solano County in All Other Counties. The state cap is 7.7% for increases from August 1, 2025 through July 31, 2026, and 8.6% from August 1, 2026 through July 31, 2027. The AG notes the chart is not a complete list of local laws. The Tenant Protection Act generally covers housing more than 15 years old and requires just cause after the qualifying period. We found no rent stabilization or mobile home rent chapter in Rio Vista’s code. See our guides to AB 1482 and just cause eviction.

Rio Vista rental property rules

  • Mobilehome parks. Parks are governed by a zoning chapter (17.46) and a subdivision chapter on condominium and mobilehome park conversions (16.40), which matters if you plan to convert a park or apartment building to ownership units. We did not review their text.
  • Vacant buildings. Chapter 15.20 regulates vacant buildings; ask whether a vacant property you are buying has open obligations.
  • Rooming houses. R-3 permits rooming and boarding houses; in R-2, boarding is limited to two persons per family unit with a use permit.
  • Transfer tax. The city’s transfer tax is 27.5 cents per $500, credited against the county’s $0.55, for a combined $0.55 per $500.

Flood, Delta and airport issues

Rio Vista sits on the Sacramento River in the Delta. The city has a floodway zoning district (F-W, Chapter 17.34) and flood hazard protection rules (Chapter 15.16), so check FEMA flood zones, insurance cost and elevation requirements on any riverfront or low-lying parcel. Large public-approved projects within the Delta can be covered actions requiring a Delta Plan consistency certification. Near Rio Vista Municipal Airport, the compatibility plan amended in 2024 (see the CEQAnet filing) can limit residential density. Older wood-frame buildings may warrant a seismic retrofit review, and three or more units with wood balconies need SB 721 inspections.

Underwriting a Rio Vista multifamily purchase

  1. Confirm the district: R-2 stops at triplexes, while R-3 and R-4 allow larger buildings.
  2. Check lot area per unit, 3,000 square feet in R-2 and 1,500 per unit plus a 6,000 base in R-4, before counting added units.
  3. Model increases at the AB 1482 cap for covered units.
  4. Pull flood zone, elevation certificate and insurance quotes.
  5. Count parking: 1.5 spaces per unit in R-3 and R-4, covered spaces in R-2.
  6. Collect leases, the rent roll, two years of statements and estoppel certificates, then run our rental property analysis.

Questions people ask

Does Rio Vista have rent control?

No local cap is on the AG’s chart. Covered units follow the state cap, 8.6% from August 1, 2026.

Can I build a duplex or triplex in R-2?

Yes, in a single structure, at 3,000 square feet of land per unit: 6,000 for a duplex and 9,000 for a triplex.

Where can I build a fourplex or apartment building?

In R-3 or R-4, which permit multiple dwellings and dwelling groups.

What is different about R-4?

It allows small offices, shops, B&Bs and SROs with a use permit, as long as they look residential.

How much parking do apartments need?

1.5 spaces per unit in R-3 and R-4, rounded up.

Is flood risk an issue in Rio Vista?

Often. The city has a floodway district and flood hazard rules, and river-adjacent parcels need a close look at FEMA mapping and insurance.

Are mobilehome parks allowed?

Yes, with a use permit in R-3 and under the city’s mobilehome park chapter.
