What multifamily in Philo looks like

Philo is a small Anderson Valley town; Mendocino LAFCo’s 2015 AVCSD sphere update estimated its population at 349 and counted 20 wineries there. Rental property in and around Philo is mostly single-family homes with a second unit, cottages and cabins on vineyard and ranch land, employee housing on winery properties, and the occasional duplex or mixed-use building near Highway 128. Expect 1-4 unit residential financing in most cases; see financing 2-4 unit properties, and for larger buildings, apartment building loans.

Housing here is shaped by what is missing. LAFCo’s 2014 Anderson Valley review says the community services district provides no water or wastewater service, and most developed parcels use individual wells or private community water systems and septic.

Where the zoning allows it

Philo is unincorporated and falls under the County’s Inland Zoning Code. Without any water or sewer district, the County’s density rules default to their lowest settings.

County district What it is for Added units in Philo
A-G Agricultural (Ch. 20.052) Farms and vineyards One home per parcel; dwelling groups or clusters at 1 unit per 40 acres; employee housing permitted
R-C Rural Community (Ch. 20.084) Mixed town uses Outside water and sewer districts, 1 home per 40,000 sq ft
C-1 / C-2 Commercial (Ch. 20.088, 20.092) Town commerce Outside any water or sewer district, two-family and multifamily are not permitted
R-R Rural Residential and other rural districts Low-density homes Single-family plus ADUs

The General Plan’s Anderson Valley policies concentrate new development in the four towns, Philo among them (CP-AV-1), and keep agricultural and resource zoning across the valley (CP-AV-19). Action CP-AV-21.1 points rural landowners toward clustering, development rights transfers and conservation easements, which can matter if you hope to group homes on part of a large parcel.

Employee housing. Employee housing is a permitted use in A-G. On land under a Williamson Act contract, the A-G chapter also allows a farmworker housing lot split with a 30-year deed restriction and other conditions. For a winery buyer, worker housing can be both a cost and a recruiting asset.

ADUs. The County’s ADU page allows most single-family parcels an ADU and a JADU, with detached ADUs up to 1,200 square feet and solar required on new ADUs. The unit cannot sit on the leach field or replacement area. An ADU is the most common way a Philo owner adds rental income. See our ADU investment guide.

SB 9. Agricultural and rural Philo parcels are unlikely to qualify under the state’s urban-area test. Ask Planning; our SB 9 guide explains the rules.

Rent rules: state law only

The Attorney General’s rent cap page, updated July 16, 2026, lists no local rent ordinance in Mendocino County. AB 1482 caps covered units at 7.7% for increases starting August 1, 2025 and 8.6% for increases starting August 1, 2026 through July 31, 2027. Single-family homes owned by individuals can be exempt with proper notice. Read our AB 1482 guide and just cause eviction guide.

Philo rental property rules

We found no Philo rental registration or inspection program. Two issues come up often:

  • Visitor rentals. Philo draws wine tourists and visitors to Hendy Woods State Park, with its Big Hendy and Little Hendy old-growth redwood groves, 92 campsites and four cabins off Philo-Greenwood Road. Stays of 30 days or less owe County transient occupancy tax and a Business Improvement District assessment through the Treasurer-Tax Collector.
  • Worker housing. Housing tied to employment can trigger state employee housing rules. Get advice if rent is part of compensation.

Wells, septic, soils and fire

Water. With no public system, each rental depends on a private well or a private community water system. Prior studies of a public water system did not proceed, according to LAFCo. Action CP-AV-11.1 of the General Plan supports small, decentralized water and wastewater systems for Philo and the other towns, but none exists. Test yield and quality, and if several units share one well, ask whether state small water system rules apply.

River conditions. State Parks has posted warnings about toxic algal mats in the Navarro River at Hendy Woods’ day-use area and the Philo Greenwood Bridge. That is a reason to test any well or surface water source near the river.

Septic and soils. The General Plan notes Anderson Valley has some of the most easily eroded soils anywhere and limits hillside grading (CP-AV-21). Septic sites, roads and pads on slopes need careful review.

Fire. AVCSD has two satellite stations in Philo, and LAFCo notes the Old Philo station is owned by Philo Mill. Price insurance before removing contingencies. For three or more units with elevated decks, see SB 721 balcony inspections.

Underwriting a Philo multifamily purchase

  1. Confirm every dwelling is permitted; rural parcels often carry unpermitted cabins.
  2. Test each well and inspect each septic system.
  3. Check for a Williamson Act contract and its housing limits.
  4. Separate long-term and visitor income, and confirm TOT registration for any short stays.
  5. Model AB 1482 limits where they apply and collect estoppel certificates.
  6. Rebuild expenses with reassessed taxes and insurance in our rental property analysis.

Likely not for agricultural or rural parcels. Ask County Planning.
