What multifamily in North Highlands looks like

North Highlands’ rental housing takes several forms: duplexes and fourplexes on side streets, garden apartment complexes near Watt Avenue and the other main roads, single-family rentals, and housing within the East McClellan district of McClellan Park. All of it outside the City of Sacramento follows County rules, not City of Sacramento rules, which affects rent caps, transfer tax and inspections. For two to four units, see financing 2-4 unit properties; for five or more, apartment building loans.

Where the zoning allows it

The County’s Zoning Code Chapter 2 names residential districts by units per acre, and North Highlands also has corridor and base-reuse SPAs listed in the County’s SPA directory.

District or plan Multifamily allowed Notes
RD-1 to RD-10 Single-family at 1 to 10 units per acre ADU and JADU; SB 9 on qualifying lots
RD-15, RD-20, RD-25 Townhomes, small apartments and condominiums at 15 to 25 units per acre Much of the older apartment stock
RD-30, RD-40 Medium to high-rise apartments at 30 to 40 units per acre Larger complexes
RM-2 Mobile Home Mobile home parks and subdivisions
CMZ Corridor Mixed-Use Residential and neighborhood commercial infill along corridors Housing required
North Watt Corridor Plan SPA Corridor land use table Amended August 20, 2024 under the 6th Cycle Housing Element rezone
McClellan Park SPA, East McClellan Multifamily permitted in several subdistricts, with limits in others Avigation easement and noise study rules

Housing Element rezoning. The North Watt Corridor Plan SPA, adopted in 2012, was amended on August 20, 2024 through the County’s 6th Cycle Housing Element rezone (PLNP2020-00042). If a parcel was rezoned to meet the County’s housing targets, it may carry higher density or streamlined approval rules; pull the amended land use table and ask County Planning.

The pending specific plan. The County’s SPA pages say the North Watt Corridor Plan and the North Highlands Town Center SPA (adopted 2008) are proposed to be replaced by the North Watt Avenue Specific Plan, expected for adoption in November 2026. Its CEQA notice of preparation covers about 705 acres of Watt Avenue from I-80 to Antelope Road/U Street, with three new zoning districts and development data listing 7,260 residential units. That is a planning figure under environmental review, not an approval; underwrite on current zoning.

ADUs and SB 9. ADUs and JADUs are available under state law on single-family and multifamily lots; see our ADU investment guide. North Highlands’ single-family lots are urban parcels where SB 9 may apply; see our SB 9 lot split guide.

Rent rules: state law, not the City of Sacramento ordinance

The Attorney General’s rent cap page lists the City of Sacramento as the only Sacramento County jurisdiction with a local rent ordinance. North Highlands is outside the city, so covered units follow AB 1482 alone: up to 7.7% for increases from August 1, 2025 and 8.6% from August 1, 2026 through July 31, 2027. Buildings near the McClellan Park edge should be checked against city limits, because a parcel on the city side follows the city ordinance. See our AB 1482 guide and just cause eviction guide.

North Highlands rental property rules

  • Rental Housing Inspection Program. Every residential rental in unincorporated North Highlands must be registered with County Code Enforcement under the Rental Housing Inspection Program, at $16 per unit per year, usually on the first County utility bill of the year. Owners who complete a County-approved course can self-certify, subject to random audits; otherwise routine inspections come with at least 14 days’ notice. On a 40-unit complex that fee is modest, but open violations are not; ask for the inspection history.
  • Short-term rentals. The County’s STR permit rules require the owner or a long-term renter to live on site at least six months a year and limit each guest party to 29 days a year, so a fourplex cannot be run as unhosted vacation units.
  • McClellan Park housing. Under the McClellan Park SPA, new residential uses outside the Airfield Subdistrict need an acoustical analysis showing interior noise at or below 45 dB CNEL, and every use outside the airfield needs a recorded avigation easement before building permits. Uses in the approach and departure zone go to the Airport Land Use Commission.
  • Transfer tax. The County Clerk-Recorder charges $0.55 per $500; the City of Sacramento’s added 0.275% does not apply in unincorporated North Highlands.

Older complexes, inspections and base-era buildings

Many North Highlands complexes are not new, so expect deferred maintenance items to surface through the rental inspection program. Buildings of three or more units with elevated balconies, walkways or decks need SB 721 balcony inspections, and older wood-frame buildings with tuck-under parking deserve a seismic retrofit review. In McClellan Park, buildings in the Sacramento Air Depot Historic District carry historic design review, and former base land can carry environmental conditions.

Underwriting a North Highlands multifamily purchase

  1. Confirm the parcel is unincorporated, not inside the City of Sacramento.
  2. Read the RD density number, any CMZ designation and any SPA, including the 2024 Housing Element changes.
  3. Confirm Rental Housing Inspection Program registration, audit history and open violations.
  4. Classify units under AB 1482 and model increases at or below 8.6% for covered units.
  5. Collect leases, the rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, the $16 per unit fee and balcony and repair reserves in our rental property analysis.
