What multifamily in Lucerne looks like
The Clearlake Beach Company platted Lucerne in 1923–24 as hundreds of small lots with no modern services. Today the income property is mostly duplexes, small multi-unit buildings, older cottages and motels, and mobile homes, many with lake views. The Shoreline Communities Area Plan counted about 2,870 residents in 2000 and estimated 3,363 in 2008, at about 2.16 people per household. It identifies roughly 40 acres in Lucerne for high-density residential development. It also encourages multifamily housing on the north side of Highway 20, where units would look over the lake toward the Promenade. Where the zoning allows it
Lucerne follows the Lake County zoning ordinance:
| District | 2+ units | Density | Min lot (public water+sewer / one public / well+septic) | Height |
|---|---|---|---|---|
| R2 Two-Family | Up to five duplexes per project by right | 4,000 sq ft per duplex unit | 8,000 / 15,000 / 40,000 sq ft | 35 ft |
| R3 Multi-Family | Duplex through apartments; 20+ units by right under objective standards | Lot size, coverage, open space | 10,000 / 20,000 / 40,000 sq ft | 45 ft |
| C2 Community Commercial | Units on second floor and up | 2,292 sq ft per unit | 8,000 / 15,000 / 40,000 sq ft | 40 ft multifamily |
Lucerne has Cal Water service and county sewer, so many parcels qualify for the smallest lot minimums. The services are why the plan concentrates density here. In R3, projects with at least 20% lower-income units can be by right on certain Housing Element sites. More than seven units brings the 300-square-foot-per-unit recreation requirement.
ADUs and SB 9. Article 27 allows one granny unit or second unit per lot in R2, and the granny unit is capped at 720 square feet on lots under 40,000 square feet. Confirm how the county now applies state ADU law. See our ADU investment guide. SB 9 applies to unincorporated land only in qualifying urban areas, so ask the county about a specific lot. See our SB 9 guide.
Rent rules: state law only
The Attorney General’s rent cap page lists no local rent control in Lake County. Covered units fall in the "All Other Counties" row: 7.7% from August 1, 2025, and 8.6% from August 1, 2026 through July 31, 2027. See our AB 1482 guide and just cause eviction guide.
Lucerne rental property rules
- No county rental registry. We found no registration or inspection program for unincorporated Lake County.
- Short-term rentals. The county formed a committee in July 2026 to help draft short-term rental rules for unincorporated areas. Stays of 30 days or less already owe the 9% TOT.
- Mobile home parks. New parks require a major use permit, 5 acres and no more than 10 spaces per acre under Article 43. Closures need a relocation plan.
- Motel conversions. A motel used for monthly tenants should be checked for legal residential use. In CR, housing is limited to caretaker or employee quarters with a minor permit.
- Condo conversions. Turning apartments into condominiums, time shares or co-ops needs a major use permit in any district under Article 44, with state Map Act tenant notices and mailed hearing notice. In R3, new townhouse and condominium groupings also need a major use permit.
- Home businesses in rentals. Tenants may run home occupations under Article 27. On R2 lots, only residents may work in the business, with up to eight customers a day and ten deliveries a week.
Sewer, water and site constraints
- Sewer. LACOSAN’s Northwest Regional plant serves Lucerne, along with Nice and Upper Lake. Lake LAFCo’s 2010 review reported 1,491 Lucerne connections, about 1,861 single-family equivalents, and projected 2,084 connections at build-out. Ask LACOSAN about connection fees and capacity for any added units.
- Water. Cal Water treats Clear Lake water bought from the Yolo County Flood Control and Water Conservation District. Get the meter and capacity charges for new units.
- Fire. Northshore Fire Protection District serves Lucerne. Its Lucerne Park and Recreation component carries a $60 special tax, per Lake LAFCo’s 2025 review.
- Small and hillside lots. Lots from the 1920s often fall below current minimums. The plan flags erosion and drainage on hillside lots.
- Older buildings. Older wood-frame buildings may warrant a seismic retrofit review. Buildings of three or more units with elevated balconies need SB 721 inspections.
Underwriting a Lucerne multifamily purchase
- Confirm the county district, the lot area, and Cal Water and LACOSAN service to the parcel.
- Test the unit count against R2’s 4,000 square feet per unit or R3’s lot and open space rules, and check for legal nonconforming units.
- Classify units under AB 1482 and model increases at or below 8.6%.
- Treat any short-term income as uncertain until the county ordinance is adopted.
- Collect leases and statements, and get estoppel certificates.
- Rebuild expenses with reassessed taxes, sewer and water charges and the fire special tax in our rental property analysis.
