What multifamily in Jenner looks like

Jenner has almost no conventional apartment buildings. Investment property here is usually a home with an ADU or junior unit, a cottage group or inn with cottages, a small mixed-use building, or a long-term rental house on the hillside or estuary. Coastal rules, steep lots, septic and limited water keep new density very low. For two to four units, read financing 2-4 unit properties; for anything larger, see apartment building loans.

Where the zoning allows it

Every Jenner parcel is in the Coastal Zone, so the coastal zoning code, Chapter 26C, and the Local Coastal Plan govern. The inland Chapter 26 residential tables do not apply. Look up each parcel in the Official Zoning Database.

Coastal district or policy What it allows Notes
R1 Low Density (Art. X) Single-family homes Coastal R1 standards; not reviewed in detail
R2 Medium Density (Art. XI) Medium-density residential Density capped by the LCP; not reviewed in detail
RR, AR CC (Art. IX, VIII) Rural residential and small agriculture Larger lots
CT Commercial Tourist (Art. XIV) One accessory dwelling for an owner, operator or caretaker No standalone apartments listed
Z Second Unit Exclusion (Art. XXVII) Combining district limiting second units Check whether it is on the parcel
LCP Policy C-LU-6a One unit per acre or less outside the Bodega Bay urban service area Applies to Jenner
LCP Policy C-LU-6j Jenner designated a Rural Community Limits growth to the community boundary

The density cap comes from the Board-adopted 2023 Land Use Element. Permit Sonoma says the updated LCP took effect after the Board accepted the Coastal Commission’s certification on February 4, 2025. Existing older lots and buildings may be legal nonconforming, so confirm what is legally established before counting units.

SB 9. Permit Sonoma’s SB 9 page requires a single-family zone inside a U.S. Census urban area. The County’s census urban area layer lists no Jenner area, so SB 9 is unlikely to apply. See our SB 9 lot split guide.

ADUs. ADUs and JADUs can add a unit where septic, water and coastal rules allow. LCP Policy C-LU-4g bars ADUs, JADUs and the structures holding them from vacation rental or any other TOT use. They are long-term rental units only. See our ADU investment guide.

Rent rules: state rent cap plus County tenant protections

State cap. On the Attorney General’s rent cap page, updated July 16, 2026, Sonoma County falls under "All Other Counties." Covered units are capped at 8.6% for increases from August 1, 2026 through July 31, 2027. Jenner has no local rent control.

County Ordinance 6496. Long-term tenants in Jenner are covered by the County’s Residential Tenancy Protections Ordinance, passed September 17, 2024:

  • Just cause applies from the start of lawful occupancy.
  • Unpaid rent must exceed one month’s rent to support termination.
  • No-fault relocation equals HUD Fair Market Rent for the Santa Rosa area or actual rent, whichever is greater.
  • Termination notices are reported to the County within three days, per the landlord page.
  • Transient occupancy is excluded from the ordinance’s coverage.

Converting a long-term rental to a vacation rental by ending a tenancy is a no-fault situation that can trigger these duties. See our AB 1482 guide and just cause eviction guide.

Jenner rental property rules

  • Vacation rentals. Unlike most inland neighborhoods, the Coastal Zone is listed by Permit Sonoma as a place where vacation rentals are allowed with a permit. The owner needs a zoning permit, a certified manager, a TOT number and a vacation rental license. ADUs are excluded. The LCP counted about 600 coastal vacation rentals in 2022, mostly at The Sea Ranch and Bodega Harbour. More in our vacation rental rules.
  • Coastal development permits. New units, additions and many repairs in the Coastal Zone need one under Chapter 26C, Article XXXIV.
  • Transfer tax. Only the County’s documentary transfer tax of $0.55 per $500.

Water, septic, flood and slopes

  • Water. Permit Sonoma’s referral list names Russian River Utility as the Jenner water provider. LCP Policy C-LU-5m ties new infill to proof that water and wastewater requirements can be met. Jenner has no urban service area on the County’s GIS layer.
  • Septic. Expect septic capacity to cap the unit count. See our Jenner coastal ownership budget.
  • Flood. Under Chapter 7B, residential work reaching 40% of value over three years triggers elevation 12 inches above base flood elevation. VE zones bar enclosures except breakaway walls.
  • Slopes and decks. Hillside buildings with decks and stairs need SB 721 inspections at three or more units. Consider a seismic retrofit review.

Underwriting a Jenner multifamily purchase

  1. Confirm the legal unit count and every coastal development permit on record.
  2. Get water service confirmation and septic inspection and capacity reports.
  3. Decide whether each unit is a long-term rental (AB 1482, Ordinance 6496) or a licensed vacation rental, and verify licenses transfer as you expect.
  4. Model covered long-term increases at or below 8.6%.
  5. Collect leases, rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, flood and fire insurance, and slope and deck maintenance in our rental property analysis.
