What multifamily in Gold River looks like

Gold River is a master-planned, mostly single-family community, so income property here usually means a rented house, a townhome or condominium, or a home with an ADU, rather than an apartment complex. The 1978 plan did include higher-density residential categories, so a small number of attached-housing sites exist, but the community-wide density cap keeps them limited. For small purchases, see financing 2-4 unit properties; for anything with five or more units, see apartment building loans.

Where the zoning allows it

Gold River is unincorporated and governed by the County’s Gold River Special Planning Area, adopted July 12, 1978 (Ordinance 78-SPA-12). The SPA permits the uses of the RD-3, RD-4, RD-5, RD-10 and RD-20 residential zones, along with shopping center, business professional, recreation and open space uses, located on a General Development Plan map approved by the Board of Supervisors. The key number for investors is in Section 501-124: gross residential density across the SPA may not exceed 3.5 dwelling units per acre, even where a parcel’s mapped zone would suggest more.

SPA residential category What the County zone is for Gold River notes
RD-3, RD-4, RD-5 Single-family neighborhoods at 3 to 5 units per acre Most lots. ADU and JADU under state law; SB 9 if the lot qualifies
RD-10 Higher-density single-family and attached homes, up to 10 per acre Limited sites on the plan map
RD-20 Townhomes, small apartments and condominiums at about 20 per acre Limited sites on the plan map; still within the 3.5/acre SPA-wide cap
BP Business Professional Offices with integrated light commercial or residential Housing possible as part of an office project
Parkway lots Homes backing onto the American River Parkway Planning Commission review of fencing, plantings, height and rear setbacks

The density descriptions come from Chapter 2 of the current County Zoning Code; the SPA itself cites the older code’s sections, so ask County Planning how a specific RD-10 or RD-20 parcel is treated today.

ADUs. State ADU law generally allows an ADU and a JADU on a single-family lot regardless of a local density cap; see our ADU investment guide. Recorded CC&Rs cannot flatly prohibit ADUs under state law, but they may still affect design.

SB 9. Gold River’s single-family lots may qualify for a two-unit project or lot split if they meet state criteria; check for Parkway, flood or historic exclusions. See our SB 9 lot split guide.

Rent rules: state law only

Gold River has no local rent ordinance. The Attorney General’s rent cap page lists the City of Sacramento as the only Sacramento County jurisdiction with one; unincorporated Gold River falls under All Other Counties, with caps of 7.7% for increases from August 1, 2025 and 8.6% from August 1, 2026 through July 31, 2027. Many Gold River rentals are single-family homes, which can be exempt from the cap and just cause rules if owned by individuals and the required notice is in the lease. See our AB 1482 guide and just cause eviction guide.

Gold River rental property rules

  • Register every rental. The County’s Rental Housing Inspection Program covers all residential rentals in the unincorporated County, Gold River included, at $16 per unit per year, usually on the first County utility bill of the year. Qualified owners can self-certify after a County-approved course valid for five years, subject to random audits.
  • Short-term rentals. Under the County’s STR permit rules, the owner or a long-term renter must live on site at least six months a year, each guest party is limited to 29 days a year, and only a permitted primary home or an ADU permitted before January 1, 2020 may be rented. JADUs and guest houses cannot be. A permit, County business license and transient occupancy tax registration are required.
  • Association rules. Check title for recorded CC&Rs or association rules on leasing, minimum terms and exterior changes.
  • Transfer tax. The County Clerk-Recorder charges $0.55 per $500; no city tax applies.

Dredge-field soils, the Parkway and building issues

Former dredge land. The SPA’s findings describe Gold River as former Natomas Company land dredged for gold from around 1918, with dredger tailings among the original constraints. For an addition or ADU, a geotechnical report can save money on foundations and drainage.

Parkway edge. Homes along the American River Parkway carry Planning Commission review for fencing, native plantings, height and rear setbacks, and the County’s Parkway Corridor combining district adds bluff-top standards. That can limit a detached ADU on a river lot.

Noise. The SPA required sound attenuation or setbacks along Highway 50 and Sunrise Boulevard; for homes near those roads, check what was built and whether a new unit would need its own mitigation.

Attached buildings. Townhome and condominium buildings of three or more units with elevated balconies or decks need SB 721 balcony inspections (or the parallel condominium rules), and older wood-frame buildings may warrant a seismic retrofit review.

Underwriting a Gold River multifamily purchase

  1. Confirm the parcel’s category on the SPA General Development Plan map and the County’s reading of it.
  2. Do not assume added density; the SPA caps gross density at 3.5 units per acre.
  3. Confirm Rental Housing Inspection Program registration and any open violations.
  4. Determine whether each unit is covered by AB 1482; model increases at or below 8.6% for covered units.
  5. Review CC&Rs, association rules and HOA dues, and collect estoppel certificates from tenants.
  6. Rebuild expenses with reassessed taxes, association dues and the $16 per unit fee in our rental property analysis.
