What multifamily in Galt looks like

Galt is a small incorporated city on the Highway 99 corridor in southern Sacramento County, and its income property is mostly small scale: duplexes on medium-density lots, fourplexes and garden apartments in the multiple-family zones, older houses and small buildings near the downtown core, homes with ADUs, and mobile home parks. Because Galt writes its own zoning, the County’s apartment districts (RD-20 and so on) do not apply inside city limits. For financing, see financing 2-4 unit properties and apartment building loans.

Where the zoning allows it

Galt’s residential chapter, Chapter 18.16, was repealed and replaced by Ordinance 2015-05 in June 2015 and amended several times since, most recently by Ordinance 2025-01 on March 18, 2025. The downtown districts are in Chapter 18.28.

R3 infill lots. R3 infill lots can be as small as 5,000 square feet, and qualifying small infill lots created before July 1, 1975 may hold as many units as fit on the site. Projects of five or more units must provide common or private open space reviewed through site plan review.

R4a by-right sites. In R4a, a project of five or more units with at least 20% lower-income units is permitted by right, subject to the objective design standards added as Section 18.16.055 by Ordinance 2022-04 in October 2022. Without that set-aside, the project goes to the Planning Commission.

ADUs. Table 18.16-1 permits ADUs in every residential district, and Section 18.16.080 says conforming ADUs and JADUs do not count as exceeding the allowable density. See our ADU investment guide.

SB 9. Galt has dedicated chapters for urban lot splits (18.70) and two-unit projects (18.72), which implement the state law on qualifying single-family lots. See our SB 9 lot split guide.

Rent rules: state law only

Galt has no local apartment rent ordinance. The Attorney General’s rent cap page places Sacramento County in the All Other Counties group, with a 7.7% cap for increases from August 1, 2025 and 8.6% for increases from August 1, 2026 through July 31, 2027, and the City of Sacramento is the only Sacramento County jurisdiction on its chart of local rent ordinances. Covered Galt units follow AB 1482’s cap and just cause rules. See our AB 1482 guide and just cause eviction guide.

Galt rental property rules

  • Not in the County inspection program. Sacramento County’s Rental Housing Inspection Program covers rentals in the unincorporated County, so it does not reach a building inside Galt. Ask the city whether it has its own registration or inspection requirements.
  • Short stays are taxed. Galt’s transient occupancy tax is 10% of rent for hotel and short-term occupancy, collected by the operator. Confirm with the city whether a dwelling may be rented short-term in its zone before underwriting it that way.
  • Mobile home parks. Parks need a conditional use permit in R2 and R3 and must meet Section 18.44.070; they are prohibited in R1 and R4.
  • Transfer tax. The County Clerk-Recorder charges $0.55 per $500 and lists only the City of Sacramento as adding its own tax.

Older stock, flood and building issues

Galt’s older rental housing sits near the downtown core, where buildings may predate modern codes; budget for a seismic retrofit review on older wood-frame buildings. Buildings of three or more units with elevated balconies or decks need SB 721 balcony inspections. Galt’s commercial chapter restricts development below base flood elevation, so check flood maps for any parcel near a creek or other low ground before planning added units.

Underwriting a Galt multifamily purchase

  1. Confirm the parcel is inside Galt city limits and read its district; three units on an R2 lot exceed what the zone allows and may be nonconforming.
  2. Check the density range. R3 tops out at 14 units per acre and R4 at 30, which caps any infill or added units.
  3. Classify each unit under AB 1482 and model increases at or below 8.6% for covered units.
  4. For a downtown building, confirm whether it sits in DR or DMU and whether five or more units triggered design review conditions.
  5. Collect leases, the rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, city utility charges and insurance in our rental property analysis.
