What multifamily in El Dorado County looks like

Apartments are a small share of El Dorado County’s housing. Most multifamily stock is in a few places: garden complexes and townhomes in El Dorado Hills and Cameron Park, older fourplexes and small buildings in Placerville and Diamond Springs, and a large, distinct rental market in South Lake Tahoe and the unincorporated Tahoe Basin, where long-term rentals compete with vacation rentals. Elsewhere, "multifamily" usually means a house with an ADU or a small duplex on a rural lot. See financing 2-4 unit properties and apartment building loans.

Where the zoning allows it

In unincorporated areas, Chapter 130.24 has one true multifamily zone, RM. Multi-unit housing is also allowed in mixed-use projects in the commercial zones.

Zone 2+ units Density Height Lot standards
RM Multi-unit Multi-unit and attached single-unit dwellings permitted Minimum 5 du/ac. Maximum per General Plan multifamily policy 50 ft 6,000 sq ft interior lot, or 2,000 sq ft for attached or small-lot units
R1, R20K Attached single-unit permitted; multi-unit not allowed 6,000 / 20,000 sq ft lots 40 ft 1 primary plus second unit
R1A, R2A, R3A Detached single-unit only 1 du per 1 / 2 / 3 acres 45 ft 1 primary plus second unit
RE-5, RE-10 Detached single-unit only 1 du per 5 / 10 acres 45 ft 1 primary plus second unit
CPO, CL, CM, CC, CR, CG, CRU Dwellings in mixed-use projects by design review General Plan mixed use: up to 20 du/ac in Community Regions, 10 du/ac in Rural Centers 40–50 ft Mixed-use rules in §130.40.180

Mobile home parks need a conditional use permit in every residential zone. ADUs are permitted in all residential zones. See our ADU investment guide. The county’s General Plan allows the higher mixed-use densities only where water, sewer and roads exist or can be provided. In the foothills, that condition usually decides the unit count.

SB 9. The residential chapter we reviewed does not set SB 9 standards. Many rural parcels are not in urbanized areas, which limits SB 9 there. Confirm eligibility with Planning before counting on a split. See our SB 9 lot split guide.

Rent rules: state law only

The Attorney General’s rent cap page does not name El Dorado County, so it falls in the "All Other Counties" group. The cap there is 7.7% for increases from August 1, 2025, and 8.6% for increases from August 1, 2026 through July 31, 2027. The chart shows no local rent cap anywhere in the county. Just cause and relocation follow state law. See our AB 1482 guide and just cause eviction guide. The cities of Placerville and South Lake Tahoe may have their own rental programs, so check with each city.

El Dorado County rental property rules

Vacation home rentals. The county’s VHR and hosted rental FAQ, revised April 2026, sets these rules:

  • A VHR is a stay of 1 to 30 nights. A permit can cover the primary home, one duplex unit or one condo unit.
  • ADUs and detached guest houses cannot be vacation rentals.
  • The Tahoe Basin has a 900-permit cap. Countywide, a property within 500 feet of an active VHR cannot apply for one.
  • Permits do not transfer to a new owner, and each needs at least 10 rental nights a year.
  • Each rental needs two on-site parking spaces, and inspections are required every other year.
  • The application fee is $564 for a VHR and $282 for a hosted rental.

For a duplex or small building, this means you can permit only one unit as a VHR. A buyer cannot count on keeping the seller’s permit.

South Lake Tahoe. The city runs its own program. A 2025 city ordinance notice describes removing the 1,400-permit cap outside the Tourist Core and adding a 150-foot buffer between VHRs, with condos exempt. New permits are limited to 150 a month.

Tahoe Basin housing. In the basin, the county shares land use authority with TRPA. New units must also satisfy TRPA’s Regional Plan and Code of Ordinances.

Sewer, septic and water

The El Dorado Irrigation District provides both water and wastewater service. New connections pay facility capacity charges based on meter size. If a parcel does not touch an EID line, a line extension may be required, and water and sewer must be bought together. Outside sewered areas, the county’s septic standards size systems at 350 gallons a day for the first bedroom plus 150 for each extra bedroom. Slopes over 30% need special design. Adding a unit or an ADU on septic often means a new or expanded system. For buildings of three or more units with elevated balconies, budget SB 721 inspections. Snow load and wildfire defensible space are also live issues in Tahoe and the high country. Older wood-frame buildings may deserve a seismic retrofit review.

Underwriting an El Dorado County multifamily purchase

  1. Confirm the jurisdiction (Placerville, South Lake Tahoe, unincorporated or the TRPA basin) and the zone.
  2. Check sewer: EID or another district connection, or septic sized by bedroom count.
  3. Classify units under AB 1482 and model increases at or below 8.6%.
  4. If any unit runs as a vacation rental, confirm the permit, its status for a new owner and TOT filings.
  5. Collect leases, the rent roll and two years of statements, and get estoppel certificates.
  6. Add capacity charges, defensible-space and snow costs, and reassessed taxes in our rental property analysis.
