What multifamily in Duncans Mills looks like

Duncans Mills is a small riverside village, so "multifamily" here rarely means an apartment building. Income property usually takes one of four forms: a house with a coastal second unit, an apartment attached to a commercial building in the village core, a mixed-use property in one of the old false-front buildings, or homes on the surrounding rural parcels. The County’s Historic District list names 30 parcels in the 1982 district, including an 1888 Italianate building at 25200 Highway 116 that once served as a rooming house. For two to four units, read financing 2-4 unit properties; for anything larger, see apartment building loans.

Where the zoning allows it

Because the County’s Local Coastal Plan treats Duncans Mills as a coastal community, Chapter 26C applies. The village is not an Urban Service Area on the County’s GIS layer, so plan for septic-limited density.

Setting What is allowed Key limits Permit
CS Rural Services commercial lot One dwelling secondary to the business if none exists; more units if attached to the commercial building Total housing under 50% of commercial floor area; 1,000 sq ft per unit; 1.5-acre minimum for new lots with no public water or sewer Use permit plus coastal permit
CS lot where commercial use is infeasible One house on a permanent foundation Must meet district height and setbacks Use permit
CT Commercial Tourist lot One owner, operator or caretaker unit No other housing listed Permitted, with design review
Residential or resource lot One home plus a second dwelling unit where the base zone allows Septic and water standards Zoning permit plus coastal permit
Coastal R2, if mapped 6 to 12 units per acre per the general plan 6,000 sq ft lots, 40% coverage Design review at four units

Second units. Permit Sonoma’s coastal ADU page explains that coastal ADUs are called second dwelling units under Section 26C-325.1, that junior ADUs are not yet provided for in the Coastal Zone, and that a coastal development permit is required, with or without a hearing. Inland septic and water standards apply. See our ADU investment guide.

SB 9. State law generally excludes parcels within a historic district designated by local ordinance, and SB 9 applies only in single-family residential zones. Most Duncans Mills core parcels are unlikely candidates; confirm with Permit Sonoma. See our SB 9 lot split guide.

Rent rules: state law only

Rent cap. The Attorney General’s rent cap page, updated July 16, 2026, places counties it does not name, including Sonoma, in All Other Counties: covered units may rise up to 8.6% for increases from August 1, 2026 through July 31, 2027. No Sonoma County jurisdiction appears on the AG’s local ordinance chart, and the County has no rent control for unincorporated areas.

Coverage. A single house or condo owned by an individual may be exempt from the cap and just cause rules if the tenant received the required notice. An apartment attached to a commercial building is usually not a single-family home, so assume it is covered unless counsel says otherwise. See our AB 1482 guide and just cause eviction guide.

Duncans Mills rental property rules

  • Vacation rentals. The County requires an annual vacation rental license, and its District 5 fact sheet says those rules reach the Coastal Zone. Guests are capped at 12, outdoor amplified music is banned and each owner may hold one license.
  • Exclusion and cap districts. Under Article 79, the County can exclude new vacation rentals or cap them at 5% or 10% of homes. The 2023 District 5 list capped Monte Rio and other river neighborhoods, not Duncans Mills, but check the parcel.
  • Historic review. Exterior changes to listed buildings go through Permit Sonoma’s historic design review, which affects the cost of adding or upgrading units.
  • Transfer tax. The County Recorder charges $0.55 per $500, less assumed loans; there is no city tax.

Septic, flood and older buildings

Septic is the real limit. With no Urban Service Area, added bedrooms and units depend on septic capacity and soil, and the coastal lot-size rules assume 1.5 acres for unserved new lots. Ask for septic permits, pumping and inspection records, and whether any system is under a County repair order.

Flood and river setting. The village is on the lower Russian River. Check the flood zone and elevation of every building, and remember the Coastal Commission keeps appeal jurisdiction within 100 feet of a wetland, estuary or stream under the County’s LCP FAQ.

Old wood-frame buildings. The County dates three district buildings to 1877, 1878 and 1888. Mixed-use buildings of that age need a structural and seismic retrofit review, and any building with three or more units and elevated balconies or walkways needs SB 721 balcony inspections.

Underwriting a Duncans Mills multifamily purchase

  1. Confirm how many units are legal, under which Chapter 26C district and permit.
  2. Check the septic system’s permitted capacity against current occupancy.
  3. Classify each unit under AB 1482 and model covered increases at or below 8.6%.
  4. Price historic review and coastal permits into any renovation plan.
  5. Collect leases, the rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, flood insurance and maintenance in our rental property analysis.

Questions people ask

Can I buy an apartment building in Duncans Mills?

True apartment buildings are rare. Most income property is a home with a second unit or a commercial building with attached apartments.

Can I add an apartment to a village shop?

In CS, with a use permit and a coastal permit, if total housing stays under half the commercial floor area and each unit is under 1,000 square feet.

Is a junior ADU allowed?

Not yet. Permit Sonoma says JADUs are not provided for in the Coastal Zone.

Does SB 9 work here?

Unlikely for historic district parcels, which state law generally excludes, and only in single-family residential zones elsewhere.

Is there rent control?

No local rent control. AB 1482 applies to covered units, at up to 8.6% from August 1, 2026.

Can I run a vacation rental?

Possibly, with a County license, if the parcel is not in an exclusion or capped-out district.
