What multifamily in Cool looks like

Cool is a rural foothill community in El Dorado County, and true apartment buildings are rare. What investors usually find:

  • Single-family homes on acreage with a second unit or ADU
  • Duplexes and small multi-unit buildings near the Highway 49 and 193 commercial area
  • Apartments over or behind commercial buildings
  • Rural single-family homes rented long-term

For 2-4 unit properties and homes with ADUs, see financing 2-4 unit properties. For anything larger, see apartment building loans.

Where the zoning allows it

Cool follows El Dorado County’s residential zones in Chapter 130.24, last amended in August 2025.

Zone Minimum lot Units Multi-unit?
RM Multi-unit Residential 6,000 sq ft (2,000 for some attached units) At least 5 units per acre; maximum per General Plan Allowed by right
R1 and R20K Single-unit 6,000 or 20,000 sq ft One primary unit plus one second unit Attached single units allowed; multi-unit not allowed
R1A, R2A, R3A 1, 2 or 3 acres One primary unit plus one second unit Not allowed
RE-5, RE-10 Residential Estate 5 or 10 acres One primary unit plus one second unit Not allowed
CC, CL, CM commercial 4,000 sq ft or less Mixed use under Section 130.40.180 Allowed as mixed use

The table has no separate "duplex" row. The closest category, attached single-unit dwellings, is allowed in RM, R1 and R20K. Confirm how the county classifies a duplex. CG and CRU, the zones listed for recent Cool commercial projects, do not include residential density.

Rural Center limits. The General Plan names Cool as a Rural Center (Policy 2.1.2.1). Policy 2.2.1.2 allows multifamily, high-density and medium-density residential only in Community Regions and Rural Centers. Policy 2.1.2.5 caps mixed use in Rural Centers at 10 units per acre, and only where water, sewer and roads are available or provided with the project. RM zoning is used in Rural Centers to meet affordable housing goals.

ADUs and SB 9. Every residential zone allows a second unit on the lot. We did not review the county’s ADU section. SB 9 applies only in urbanized areas, and much rural land is excluded. Confirm eligibility for any Cool parcel. See our ADU investment guide and SB 9 lot split guide.

Rent rules: state law only

El Dorado County has no local rent control, and the California Attorney General’s chart lists none for the county. Covered units follow the Tenant Protection Act. El Dorado is not one of the metro counties named separately on the AG’s chart, so the "All Other Counties" cap applies: 7.7% from August 1, 2025 through July 31, 2026, and 8.6% from August 1, 2026 through July 31, 2027. State just cause rules apply after 12 months.

Many Cool rentals are single-family homes owned by individuals. Those are exempt from the cap and just cause rules if the owner gives the required written notice. A duplex where the owner lives in one unit is also exempt. See our AB 1482 guide and just cause eviction guide.

Cool rental property rules

Vacation home rentals. The county’s VHR and hosted rental FAQ, revised April 6, 2026, sets these rules:

  • A VHR is a stay of one night to 30 days, and a permit can cover the main home, one duplex unit or one condo.
  • ADUs, second units and guest houses cannot be rented as VHRs.
  • A property within 500 feet of an active VHR cannot apply.
  • The application fee is $564 for a VHR, or $282 for a hosted rental.
  • Permits do not transfer on sale.
  • Hosts need a business license and must collect transient occupancy tax.

No local registry or inspection program. We found none for unincorporated El Dorado County.

Septic and water: the real unit limit

Septic. Cool has no community sewer for most parcels. Both recent commercial projects in Cool, Cool General Retail and Cool Station, listed septic and sewer capacity among their environmental issues. The county’s private sewage disposal standards require a site evaluation. System size is tied to bedrooms, so adding units or bedrooms usually means an expanded or new system.

Water. The Georgetown Divide Public Utility District, formed in 1946, serves about 3,800 connections across 72,000 acres. Its 2023 water quality report shows Cool served from the Sweetwater Treatment Plant. Parcels outside GDPUD rely on wells. Confirm the source, and for wells, yield and water quality.

Buildings and fire. Check permits for every unit and addition on rural rentals. Wildfire risk is significant in the foothills. Confirm the fire district through the parcel’s tax rate area, and price insurance early. Buildings with three or more units and elevated balconies need SB 721 inspections.

Transfer tax. The Recorder charges $0.55 per $500, with no city tax.

Underwriting a Cool multifamily purchase

  1. Confirm the zone and that each unit is permitted, including any second unit.
  2. Get septic permits, pumping records and a current evaluation sized to the bedroom count.
  3. Confirm GDPUD service or well yield and water quality.
  4. Classify units under AB 1482 and model increases at the 8.6% cap where it applies.
  5. Collect leases and estoppel certificates.
  6. Add insurance, septic upkeep and reassessed property tax to your rental property analysis.
