What multifamily in Bradley looks like

Bradley is a farming community, and its multi-unit housing reflects that. Income property is usually a farm or ranch with several homes on it, agricultural employee housing, a house with a guesthouse or ADU, an older duplex, or mobile homes. Apartment buildings are rare. Monterey County’s zoning is generous with farm housing on agricultural land but limits housing near the military installations. For financing basics, see financing 2-4 unit properties and apartment building loans; farm properties with several homes often need agricultural lenders.

Bradley is unincorporated. The County’s onsite wastewater program, dated April 3, 2018, lists it among the Salinas Valley’s unincorporated populated places. Title 21 and the South County Area Plan supplemental policies, amended as of March 7, 2025, set the rules.

Where the zoning allows it

Confirm each parcel’s Title 21 zoning string and acreage suffix before counting units.

District Housing allowed Permit level and limits
F Farmlands (21.30) Up to three accessory single-family homes for the owner, operator or on-site employees; guesthouse By right. 40-acre default minimum lot. 5% coverage. 35 ft
F Farmlands Agricultural employee housing up to 36 beds or 12 units By right
F Farmlands Agricultural employee housing of 37+ beds or 13+ units; B&B Use permit
MDR (21.12), where mapped ADU and guesthouse by right; second home or first duplex by administrative permit; up to four units by use permit Within the map density, such as MDR/4. 6,000 sq ft site. 30 ft
LC (21.18), where mapped Housing in commercial buildings Use permit; housing cannot exceed commercial floor area

Farm housing. The Farmlands chapter is the main source of extra units around Bradley. Three accessory homes for owners, operators or on-site employees, plus agricultural employee housing of up to 12 units or 36 beds, are allowed by right. Units tied to farm employment may be restricted to that use, so read any recorded conditions and confirm whether the units can be rented to the general public.

Military neighbors. South County Policy SC-1.1 limits lands next to Fort Hunter Liggett to low residential densities, and sets a 500-foot residential setback along the military tank road easement between Fort Hunter Liggett and Camp Roberts. Check both before planning new homes on nearby parcels.

Clustering. Policy SC-1.2 encourages clustered development where development is permitted, to preserve farmland and open space.

ADUs and SB 9. ADUs are allowed by right in MDR under Section 21.64.030; confirm how the County treats ADUs on F land, which already allows three accessory homes. SB 9 applies in unincorporated areas only to single-family-zoned parcels inside Census urbanized areas or urban clusters and excludes most farmland, so it is unlikely to apply around Bradley. See our ADU investment guide and SB 9 lot split guide.

Rent rules: state law only

Rent caps. The Attorney General’s rent cap page, updated July 16, 2026, puts Monterey County in All Other Counties. Covered units may rise up to 7.7% for increases from August 1, 2025, and 8.6% from August 1, 2026 through July 31, 2027. The AG’s chart lists Salinas as Monterey County’s only local rent ordinance. See our AB 1482 guide.

Just cause. Covered tenancies follow state just cause rules. See our just cause eviction guide.

Employee housing. Agricultural employee housing can also fall under the state Employee Housing Act, with its own permits and inspections, and housing provided as part of a job raises separate landlord-tenant questions. Review the arrangement before closing.

Bradley rental property rules

  • Short stays. Farmlands lists homestays and limited vacation rentals under Section 21.64.290 and requires a Zoning Administrator use permit for commercial vacation rentals. The County’s short-term rental page says inland stays of 30 days or less need a discretionary permit in certain districts.
  • Lodging tax. Owner-rented homes owe the County’s 10.5% transient occupancy tax.
  • Transfer tax. Monterey County Code Chapter 5.32 sets the county documentary transfer tax at $0.55 per $500 ($1.10 per $1,000); who pays is a matter of contract and local custom.

Septic, water, floodways and older stock

Septic. The County’s 2018 onsite wastewater program notes that most unincorporated rural properties use onsite systems and that high nitrate levels have been recorded in the Salinas Valley. Some non-conforming systems must add supplemental treatment with nitrogen reduction when wastewater volume or strength increases, which can apply when you add units or bedrooms.

Water. Rural parcels outside a water system rely on wells. Small water systems serving four or fewer connections are allowed by right in F, five to 14 connections need an administrative permit, and 15 or more need a use permit. A farm with several homes on a shared well may be a regulated water system.

Floodways. Policy SC-5.3 bars new development from encroaching on the main channels and floodways of the Nacimiento, San Antonio and Salinas rivers. Pull a flood determination for any parcel near them.

Buildings. Older farm homes and mobile homes may lack permits. A seismic retrofit review is worthwhile on older wood-frame homes, and SB 721 applies only to buildings of three or more units with elevated decks.

Underwriting a Bradley multi-unit purchase

  1. Confirm the zoning string and acreage, and how many homes are legally permitted.
  2. Separate farm employee housing from general rentals and read any recorded use restrictions.
  3. Test wells and confirm whether a shared well is a regulated water system.
  4. Evaluate septic capacity and any supplemental treatment requirement.
  5. Classify units under AB 1482, model covered increases at or below 8.6%, and collect estoppel certificates.
  6. Rebuild expenses with reassessed taxes, insurance and well and septic upkeep in our rental property analysis.

Questions people ask

How many homes can I have on Farmlands land?

Up to three accessory homes for the owner, operator or on-site employees by right, plus agricultural employee housing of up to 12 units or 36 beds.

Can I rent farm employee housing to anyone?

Not necessarily. Units approved as employee housing may be tied to farm workers. Check the permits and recorded conditions.

Is a duplex allowed in Bradley?

Where MDR is mapped, the first duplex on a vacant lot needs an administrative permit. On farmland, extra homes are approved as accessory dwellings instead.

Does rent control apply in Bradley?

No local ordinance applies. State AB 1482 caps apply to covered units.

Are there housing limits near Fort Hunter Liggett?

Yes. Adjacent land is limited to low residential densities, with a 500-foot residential setback along the military tank road easement.

Does SB 9 apply?

Unlikely. It does not reach most unincorporated farmland. Confirm with the County.
