What multifamily in American Canyon looks like
In American Canyon, income property usually means townhome and apartment complexes in the RM and RH districts, semidetached pairs, homes with ADUs, and spaces in mobilehome parks, which the city regulates under its own rent stabilization program. The code also allows multifamily and mixed-use projects on commercial land along Highway 29 and Broadway. For financing, see financing 2-4 unit properties and apartment building loans.
Where the zoning allows it
American Canyon’s residential districts chapter dates from Ordinance 2001-02, with the district definitions last amended in 2015 and the use table in 2020 by Ordinance 2020-04.
| District | Semidetached / townhouse | Multifamily | Density and height |
|---|---|---|---|
| RR-20000 / RR-10000 | Semidetached permitted, subject to table notes | Not allowed | 2 to 4 units/acre. 35 ft |
| RS-8000 / RS-6500 | Semidetached permitted, subject to table notes | Not allowed | 5 to 7 units/acre. 35 ft. 40% coverage |
| RM Medium Residential | Both permitted | Permitted, including garden apartments | 5 to 12 units per gross acre. 42 ft, 3 stories. 50% coverage |
| RH-1 / RH-2 High Residential | Both permitted | Permitted, plus SRO units | RH-1 12 to 16 units/acre; RH-2 20 units/acre. 42 ft, 3 stories |
| RO Residential overlay | — | Permitted on selected commercial sites | 20 units/acre west of Broadway/Highway 29, 35 east |
| CC and CN Commercial | — | Permitted, tied to general plan policies | Mixed-use FAR 1.5. Up to 54 ft and 4 stories east of Broadway in CC |
Lot size. The 20,000-square-foot minimum in RM and RH applies only to new parcels created after the zoning code took effect, so existing smaller lots are not automatically nonconforming.
Duplexes. The use table has no separate duplex entry; "semidetached" homes are the nearest category in the single-family districts. Ask planning staff how an existing duplex is classified before you buy.
Mobilehome parks. New parks need a conditional use permit and are allowed only in RM and RH. A separate mobilehome park overlay and a park conversion chapter (19.32) also apply to existing parks.
ADUs. ADUs are permitted in every residential district and need a conditional use permit in CC and CN. See our ADU investment guide.
SB 9. The chapter does not mention two-unit projects, so state SB 9 rules govern qualifying RS and RR lots. See our SB 9 lot split guide.
Inclusionary housing. Under Chapter 19.28, last revised by Ordinance 2019-10:
- Threshold. Rental projects of five or more units must include inclusionary units.
- Rental mix. Rentals must make 5% of units very low-income, 5% low-income and 5% moderate-income, for 15% in total.
- Ownership. For-sale projects owe 10% lower-income units.
- Term. Units stay restricted for at least 55 years.
- In-lieu fees. Fees are a last-resort alternative.
Rent rules: state law, plus mobilehome rent stabilization
Apartments and houses. The Attorney General’s rent cap page, updated July 16, 2026, places Napa County in All Other Counties. Covered units may rise up to 7.7% for increases from August 1, 2025, and 8.6% from August 1, 2026 through July 31, 2027. No Napa County city appears on the AG’s chart of local apartment rent ordinances. Covered tenancies follow state just cause rules. See our AB 1482 guide and just cause eviction guide.
Mobilehome parks. The city’s mobilehome park rent stabilization program, adopted by Ordinance 95-20 in 1995 and last amended in 2011, covers every park in the city.
- Annual increases. Space rent may rise once a year by 100% of the CPI change, if CPI is 6% or less. If CPI is negative, no increase is allowed.
- Notice and challenges. Increases need 90 days’ written notice. Anything above the CPI amount goes to mandatory mediation and then binding arbitration on a petition from 51% of affected spaces.
- Resales. When a home is sold in place, the owner may raise space rent by no more than $25 a month.
- Fair return. The fair-return formula uses a 2010 base year.
- Exemptions. Spaces under qualifying long-term leases, and spaces first rented after January 1, 1990, are exempt.
- Fees. Owners register and pay an annual fee by October 31.
American Canyon rental property rules
- Short stays. The residential use table does not list vacation rentals; it lists room rentals as conditional in RR and RS and bed and breakfast inns as conditional in the rural districts. Confirm with the city before underwriting any stay of 30 days or less. Hotels and other transient lodging owe the city’s 12% transient occupancy tax.
- Transfer tax. The city’s transfer tax is 27.5 cents per $500, administered by the County Recorder. Napa County’s transfer tax page gives one $0.55 per $500 rate with half going to the city, and says the seller customarily pays. Confirm the total with escrow.
- Business license. The city has a business license chapter (5.04). Ask whether residential rentals must register.
Airport, newer construction and building issues
SB 721 balcony inspections apply to buildings of three or more units with elevated decks or walkways. Older mobilehome parks and wood-frame buildings warrant a seismic retrofit review. The commercial and industrial use tables warn that parcels in a Napa County Airport compatibility zone may face use limits or avigation easements. For housing on commercial land, or any site near the airport, check the compatibility plan before planning new units.
Underwriting an American Canyon multifamily purchase
- Confirm the district and density. RM tops out at 12 units per gross acre, so a denser older complex may be nonconforming.
- For a mobilehome park, model space rent at the CPI limit, review the 2010 base-year figures and confirm registration.
- Classify apartment units under AB 1482 and model increases at or below 8.6% for covered units.
- For new construction, budget for 15% inclusionary rental units at five or more units.
- Collect leases, the rent roll and estoppel certificates, and confirm any recorded affordability covenants.
- Rebuild expenses with reassessed taxes, insurance and deck inspections in our rental property analysis.
Questions people ask
Where are apartments allowed in American Canyon?
In RM at 5 to 12 units per gross acre, RH at 12 to 20, the RO overlay at 20 or 35, and in CC and CN commercial districts.
Is there rent control in American Canyon?
Not for apartments, which follow AB 1482. Mobilehome spaces fall under the city’s rent stabilization program, which limits yearly increases to the CPI change when it is 6% or less.
How much can a park owner raise space rent when a home sells?
Up to $25 per month when the home is sold and stays in place.
Do new rental projects need affordable units?
Yes, at five or more units: 15% in total, split among very low-, low- and moderate-income households.
Can I build a duplex in American Canyon?
The code uses "semidetached" homes rather than duplexes. Ask planning how your parcel’s district and table notes treat them.
Does the airport limit housing?
It can on commercial and industrial land, where the code flags airport compatibility zones. Check the county’s compatibility plan for any site near the airport.
