Commercial Real Estate in Lemon Grove: CC, GC, HC and Light Industrial Zoning
By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.
Lemon Grove is a compact East County city. Its commercial property sits in the downtown village around the trolley station on Main Street, along the auto-oriented corridors, and in a few heavy commercial and light industrial pockets. The city’s zoning layers base zones with numbered Special Treatment Areas, and in fall 2026 the city was weighing a new Downtown Specific Plan, so confirm each parcel’s current zoning with the Community Development Department before you commit. This page reflects the code as of October 2026.
Who controls the parcel
The City of Lemon Grove regulates land use through Title 17 of its municipal code, published on ecode360. Zone boundaries come from the official Zoning Map (LGMC § 17.12.040). On top of the base zones, Special Treatment Areas (STAs) adjust the rules for specific areas. Some STAs require a planned development permit or a master plan, and some cap height (LGMC § 17.20.010). The Community Development Department at City Hall, 3232 Main Street, handles zoning clearances, minor use permits and conditional use permits.
Lemon Grove borders La Mesa, the City of San Diego and unincorporated Spring Valley, so confirm the parcel is inside city limits. The San Diego County Recorder handles deeds and the transfer tax.
Lemon Grove zoning for commercial, industrial and mixed use

| GC General Commercial | Larger auto-oriented retail and services, drive-throughs, light manufacturing with a retail component | 10,000 sq ft min. lot; 30 ft; 35% coverage; warehouses by CUP |
| HC Heavy Commercial | Semi-industrial and service uses: heavy manufacturing, major vehicle repair, trucking terminals, warehouses, vehicle sales | 10,000 sq ft min. lot; 30 ft; 40% coverage |

Lemon Grove uses a three-step permit ladder. Uses allowed by right get a zoning clearance. Mid-impact uses need a minor use permit (MUP), and higher-impact uses need a conditional use permit (CUP). In CC, a drive-through restaurant or small indoor assembly needs an MUP, while large assembly, day care, auto service and hotels need a CUP. Most CC business activity must take place inside an enclosed building (LGMC § 17.16.060).
Downtown, the trolley and the Special Treatment Areas
Downtown Village (STA I). CC and RP parcels inside Special Treatment Area I follow the Downtown Village Specific Plan rather than only the base zone (LGMC § 17.16.060.I, § 17.16.050.I). CC has no minimum yards, except 10 ft next to residential, and allows shared or off-site parking and an in-lieu fee. Both help small downtown lots.
A new Downtown Specific Plan. The Planning Commission held a hearing on a Downtown Specific Plan in late September 2026. The City Council scheduled its own hearing for October 20, 2026 to consider the plan, along with General Plan, Zoning Code and Zoning Map amendments (City of Lemon Grove notice). If you’re buying downtown, ask the city for the adopted version and its effective date. It may replace the rules described here.
Other STAs. The code describes several more STAs, including STA V, the Federal Boulevard auto sales district. Each STA can change uses, height or the approval path (zoning overview).
Cannabis, short-term stays and operating rules
- Cannabis. Lemon Grove levies a cannabis business tax (City of Lemon Grove). Confirm permitted cannabis uses and locations with Community Development.
- Hotels and motels. These need a CUP in CC and in RP, where small lodging is the only kind allowed (LGMC § 17.16.050).
- Home sharing. Renting a primary residence for 30 days or less requires a Home Sharing application along with in-city and home occupation applications (business licenses).
- Nonconforming uses. LGMC § 17.24.090 governs nonconforming uses. That matters for older auto and service businesses on corridors that have since been rezoned.
Transfer tax, business tax and property tax
The San Diego County Recorder collects documentary transfer tax at $0.55 per $500 of value, net of liens assumed, for both the county and its cities (SDARCC). I did not find a separate Lemon Grove transfer tax. File a Preliminary Change of Ownership Report with the deed. A sale reassesses the property under Proposition 13.
Anyone doing business in Lemon Grove needs a city business license, including outside contractors and owners of rental properties with three or more units. The city describes the license as a modest base fee plus a stormwater fee and a per-employee charge, prorated by quarter (City of Lemon Grove).
Due diligence that matters in Lemon Grove
- Confirm the base zone and any STA on the Zoning Map, and ask whether the new Downtown Specific Plan affects the parcel.
- Check whether your use needs a zoning clearance, an MUP or a CUP. The difference in time and conditions is significant.
- In GC and HC, test building coverage (35% and 40%) and the 30 ft height cap against your expansion plans.
- For older auto or industrial users, check nonconforming status under § 17.24.090.
- Confirm parking under LGMC § 17.24.010, or whether the CC in-lieu fee applies.
- Work through our commercial due diligence checklist.
