Commercial Real Estate in Elk Grove: Zoning Districts, Special Planning Areas and Big-Box Rules

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Elk Grove’s commercial property ranges from the historic storefronts of Old Town to shopping centers near Highway 99, the auto mall, business parks and light industrial land, and a small rural commercial node in the Sheldon area. A large share of it sits inside one of the city’s special planning areas or its specific plan rather than under a plain base zone. Confirm the zone and any SPA for a parcel with the City of Elk Grove before relying on this page.

Who controls the parcel

Elk Grove is an incorporated city, and Title 23 of the Elk Grove Municipal Code is its zoning code. The current district framework in Chapter 23.24 took effect October 10, 2014, with later amendments, and the zoning map was last amended in a July 25, 2025 ordinance. Unincorporated land outside the city limits follows Sacramento County zoning instead, so check the city boundary for edge parcels.

Overlays take priority over the base zone where they conflict, and land in an SP or SPA district follows its own adopted document.

SP / SPA Laguna Ridge Specific Plan and eleven special planning areas Rules come from each adopted plan

Old Town, Lent Ranch and the special planning areas

Chapter 23.40 lists the plan areas that carry their own rules. The SP district covers the Laguna Ridge Specific Plan, adopted July 21, 2004. The eleven SPAs include:

  • Elk Grove Old Town SPA (Ordinance 29-2005)
  • Lent Ranch Marketplace SPA (Ordinance 28-2014)
  • Auto Mall SPA (Ordinance 5-2004)
  • Elk Grove-Florin and Bond Roads SPA and Elk Grove Triangle SPA, both adopted in 2019
  • Southeast Policy Area SPA (Ordinance 16-2014)
  • Livable Employment Area SPA (Ordinance 11-2025), the most recent on the list
  • CMD Court, Silverado Village, Calvine Meadows and Zoological Park SPAs

Unless an SPA says otherwise, its own use list and development standards control, so a parcel’s base-zone label may tell you little. Pull the adopted SPA document before underwriting any parcel inside one.

Calvine Road/Highway 99. The former Calvine/99 SPA now operates as the CR-99 overlay, and East Franklin and East Elk Grove overlays carry standards tied to those areas’ historical development patterns.

Big-box, drive-through and rural commercial rules

Big-box retail. Chapter 23.74 applies to any new single-tenant store of 50,000 gross square feet or more, and to existing ones when renovations exceed half of market value.

  • Location. The store must sit in a complex of more than four retail businesses managed as a unit.
  • Facades and materials. Long facades need projections or recesses, 60% of street-facing ground floors need windows, arcades or entries, and tilt-up or prefabricated steel panels cannot be the primary material.
  • Neighbors. A 35-foot rear setback applies, and a six-foot landscaped berm is required where the building faces homes.
  • Deliveries. No deliveries from 10 p.m. to 7 a.m. unless noise studies show 45 dB at the lot line.

The chapter was most recently amended effective July 25, 2025.

Drive-throughs. Drive-in and drive-through facilities have their own chapter, 23.78; confirm its standards for any quick-service pad.

Sheldon rural commercial. The RUC Rural Commercial combining zone covers commercial and light industrial parcels near Grant Line Road and Wilton Road. It caps most buildings at 15,000 square feet, with neighborhood markets up to 25,000 square feet. Drive-throughs there are limited to services such as banks and pharmacies, or by CUP beverage-led restaurants, and may operate only from 7 a.m. to 10 p.m. Agricultural uses are allowed by right, and supplemental Old Town Sheldon design guidelines apply.

Transfer tax, business tax and property tax

The County documentary transfer tax is $0.55 per $500, less assumed loans, per the County Clerk-Recorder, whose FAQ names only the City of Sacramento as adding a separate city tax. Elk Grove does have a real property transfer tax chapter at $0.275 per $500, administered by the County Clerk-Recorder. Read together, the city’s share appears to sit within the County’s rate rather than on top of it, as is common under state law, but confirm the total on the escrow estimate. Elk Grove licenses businesses under its own Chapter 4.02. A sale generally triggers Proposition 13 reassessment, and newer areas may carry special district assessments.

Due diligence that matters in Elk Grove

Start with our commercial due diligence checklist, then add:

  • Confirm whether the parcel is in the city, and whether it is in an SP or SPA district or an overlay such as CR-99, RUC or F flood.
  • Pull the adopted SPA or specific plan and read its use list, not just the base zone table in Chapter 23.27.
  • For a single-tenant store of 50,000 square feet or more, budget for big-box design compliance, including on major renovations.
  • For drive-through pads, check Chapter 23.78 and, near Sheldon, the RUC hours limits.
  • Confirm the transfer tax treatment and any community facilities district charges on the tax bill.
