Chula Vista Home Improvement Records: Additions, ADUs and Garage Conversions
In Chula Vista, many homes have changed since they were built: rooms added, garages converted, patios enclosed and, more recently, ADUs built in back yards. Each change can affect usable space, rental potential and what a buyer is paying for. This guide explains how to match what you see in a home to the permit record and what each document does and does not establish.
Start with what the listing claims
Write down every claim the listing and disclosures make about the home: bedroom and bathroom count, living area, a second unit, a converted garage, a newer roof or solar panels. Each claim is a line to verify. The goal is not to find fault but to know which features are documented, which are not and what that means for financing, insurance and resale.
Where Chula Vista permit records come from
Chula Vista’s Development Services accepts new submittals through its online Citizen Access Portal. Ask Development Services how to request historical permit records and plans for the address. If the parcel is in unincorporated territory, which is possible for some homes described as Otay Ranch according to the city’s Otay Ranch GDP page, the County of San Diego holds the permits instead.
The County Assessor’s records are a separate source. The San Diego County Assessor offers property records and a secured roll search. Assessor data reflects what was assessed, which can lag or differ from what was permitted; it is a cross-check, not a permit.
ADUs: feasibility, plans and permits
The city launched Build for Chula Vista, an online tool that shows whether an ADU is allowed on a specific property and lists development standards. The Development Services page also describes standard ADU plans offered with a design partner, in several sizes and floor plans.
A feasibility result or a standard plan is not a permit for a particular lot. For an existing ADU, ask for the building permit, the final inspection and any recorded covenant. For a planned ADU, treat the tool’s result as a starting point and confirm utilities, setbacks and any HOA restrictions in the CC&Rs. In planned villages, the CC&Rs and architectural guidelines may add requirements beyond city rules. Our ADU buying guide explains how lenders and insurers may view the unit.
Garage conversions and room additions
A converted garage is one of the most common sources of mismatch between a listing and the record. Ask whether the conversion was permitted as habitable space or as an ADU, and whether required parking was addressed. For room additions, compare the permitted square footage with the assessor’s living area and the listing’s figure. If they do not match, ask the seller for plans and permit cards.
Historic properties
If the home is 45 years or older and the work you plan involves alteration or demolition, the city’s historic preservation page describes a screening process for significance. For designated resources, work needing a building permit also requires a Certificate of Appropriateness. A designated property may have a Mills Act agreement, which is a recorded contract; ask the seller for a copy.
Improvement records register
Use this register for each improvement claimed or observed.

| ADU feasibility | Build for Chula Vista result | Whether an ADU appears allowed on the lot | Approval or cost | Consult Development Services before relying on it |
| Solar panels | Permit, interconnection agreement, lease or loan papers | Installation and ownership structure | Production or remaining obligations | Review transfer terms with the provider |
| Roof replacement | Permit and contractor invoice | Date and scope of work | Remaining life | Roof inspection |
| Historic designation | Register listing, any Mills Act contract | Designation and recorded obligations | What future work will be approved | Ask city about Certificate of Appropriateness |
When records are missing
Missing records do not always mean work was done illegally; older permits can be hard to locate, and some work did not require a permit. They do mean the buyer has less evidence. Options include asking the seller to obtain records, budgeting for a contractor’s evaluation or treating the space as unverified when comparing with other sales. Disclosure obligations are covered in our seller disclosures guide.
How records affect pricing
Documented space and permitted units give a clearer basis for comparison than undocumented ones. When we prepare a comparison, we note which features are supported by records, both for the subject and for each comparable sale. Our Chula Vista comparable sales guide explains how.
