Lemon Grove, CA Homes for Sale & Real Estate

Lemon Grove is a small city where the sewer district, the ADU rules and the downtown plan all deserve a look before an offer. Sewer service comes from the Lemon Grove Sanitation District, which bills charges on the property tax bill and leaves the private lateral to the owner. The city offers preapproved ADU plans, and in December 2025 the state housing department told the city its ADU ordinance needed changes. Downtown, around the trolley station, a proposed update to the specific plan was before the City Council in October 2026.

Local setting or issue Why it changes the comparison
Lemon Grove Sanitation District Sewer charges are billed annually on the property tax bill, and the owner maintains the lateral to the main, so lateral condition is part of the inspection.
ADU rules in transition The city offers preapproved ADU plans, while an HCD findings letter dated December 10, 2025 lists areas where the local ordinance did not match state law.
Downtown planning The Downtown Village Specific Plan applies near the trolley, and a proposed update and expansion to about 245 acres was not yet adopted when checked.
Home-sharing rules Lemon Grove requires a home-sharing permit with a resident host, which limits short-term rental plans.

Lemon Grove homes: older lots, added units and a transit downtown

Much of a Lemon Grove search involves single-family homes on established lots, where the useful questions are about what was added over time: rear units, converted garages, enclosed patios and replaced sewer laterals. The city’s ADU page explains state rules under AB 2533 that limit penalties for some unpermitted units built before 2020, but a unit still has to meet health and safety standards to be legalized. Near the Lemon Grove Depot trolley station, the downtown plan allows a range of residential densities, so condo and townhome options, and nearby future projects, are part of the comparison there.

Compare downtown and neighborhood settings

The city describes the Downtown Village Specific Plan area as generally bounded by North Avenue, Olive Street, Lincoln Street, Central Avenue, School Lane, Grove Street and Kempf Street, with a purpose of encouraging pedestrian-friendly, transit-oriented neighborhoods through taller buildings and a range of densities. A proposed update would expand the planning area to about 245 acres. The Planning Commission acted on it in September 2026 and the City Council scheduled a hearing for October 20, 2026. A hearing is not an adoption, so check the plan’s current status before relying on it for a parcel.

Outside downtown, the comparison usually turns on lot size, permitted space and the condition of older systems. Our Lemon Grove housing settings comparison sets out how houses, condos, townhomes and small multifamily properties differ in records and costs.

Who is responsible for the sewer lateral?

The property owner. The city’s wastewater page says the owner maintains and repairs the lateral from the building to the main, that work in the public right of way needs an encroachment permit and that the contractor must hold a C-34 plumbing license or higher. A camera inspection during escrow helps document its condition. See our older home records and inspections guide.
