Redwood Row in Cotati: Why the Housing Mix Matters More Than One Unit Count

A single housing number can conceal several different kinds of homes. Cotati’s Redwood Row illustrates the point: its approved plan combines townhome-style condominiums, deed-restricted affordable apartments and commercial space, with optional accessory units described separately.

Understanding that mix is useful for buyers following change around Highway 116 and Redwood Drive. It gives a more informative picture of the project than describing every unit as the same type of new home.

The approved plan contains distinct components

The City’s project information places Redwood Row at the northwest corner of Highway 116 and Redwood Drive, adjacent to Lowe’s. It records City Council approval on May 13, 2025, and identifies 134 townhome-style condominiums, 44 deed-restricted affordable apartments, commercial space and a public park.

The State’s CEQAnet project record describes the 10.62-acre site, 178 residential units across the two principal categories, 16 commercial units and 33 optional accessory dwelling units. These are planning descriptions, not a current availability list or a count of completed homes.

Optional units belong in a separate line

The 178 principal units and 33 optional ADUs should not be blended into a statement that 211 identical homes are being offered. An optional accessory unit has a different relationship to the main home from a separate townhome or an affordable apartment.

For a buyer considering any eventual offering, the relevant questions would concern that specific home: its delivered layout, whether an accessory space is included, its approval and its ownership arrangement. A project-wide option does not establish the configuration of every unit.

Townhome style and legal ownership are different descriptions

A townhome-style layout suggests how a home may be arranged physically. Condominium describes an ownership form. The two can appear together, as the City’s Redwood Row description indicates, but they answer different questions.

That matters because a home with its own entrance and multiple floors can still share responsibilities for land, exteriors or facilities through governing documents. A buyer should evaluate the actual offering and association arrangement, rather than assume that the exterior appearance means detached-home ownership.

Affordable apartments are another part of the mix

The 44 deed-restricted apartments are separately identified from the townhome-style condominiums. Their presence contributes a different housing category within the development. It does not establish that a townhome purchaser can use the same qualification or pricing terms.

Likewise, the term affordable describes restrictions and an intended program, not a universal discount available to every buyer. When applications or leasing information become available, those materials will define the actual household eligibility and process.

The public park and commercial areas change the site’s role

A mixed-use project brings people to the site for more than residential access. The public park and commercial spaces can create additional destinations and connections. Their exact arrangement influences how the development meets the surrounding streets.

For nearby residents, the useful comparison concerns the resulting routes and uses: where people enter, where activities face the street and how a public space connects with the neighborhood. A colored block on a site plan is a starting point for that understanding, rather than the complete visitor experience.

Read approval alongside delivery

The approval date establishes an important planning milestone. Construction progress, sales releases, association documents and actual occupancy are later pieces of information. They should be followed separately as the project advances.

Redwood Row’s mix provides a concrete example of Cotati adding several housing forms within one site. That is the local significance to watch, with each component described at its actual stage.
