El Cerrito Plaza in 2026: A Station District Begins to Replace Its Parking Lots

El Cerrito Plaza’s station area is entering a different chapter. The first building in the BART transit-oriented development began construction in November 2025, starting a phased change from surface parking toward a district with housing and public space.

For a nearby homebuyer, the scale matters, but so does the sequence. A building under construction, a master plan for six buildings and a possible library occupy different stages. Understanding those layers gives a clearer picture of the station area in October 2026.

The first building is a specific part of the larger plan

BART’s March 2026 construction announcement describes the first phase as a 70-home building for qualifying lower-income households. It identifies November 2025 as the start of construction, with work expected to take approximately two years.

The city’s project page locates this phase at 515 Richmond Street and describes a six-story building. It also explains that later phases of market-rate and below-market rental housing proceed as funding is secured.

This first building therefore supplies a concrete reference point for a neighborhood visit. The broader program describes the intended transformation over successive phases, rather than a single completed addition to the housing supply.

The master plan changes the station’s surroundings

The BART master-plan summary identifies 743 homes, including 351 affordable units. It also includes a plaza, commercial space, a new bus zone and enhancements to the Ohlone Greenway.

The important neighborhood change is the mix of uses. Surface parking primarily serves arrivals and departures. Housing, a plaza and commercial space can create reasons to remain around the station outside a commute. Their eventual operation will depend on the buildings and spaces that are actually delivered.

The library remains a conditional element

The master plan provides an opportunity for a 20,000-square-foot public library. The city explicitly connects that possibility to finding funding. A buyer should understand it as a potential civic use, rather than an existing library or an assured opening date.

This is a helpful example of reading a development plan accurately. Space can be planned for an amenity while its funding and implementation remain separate tasks. The distinction preserves the value of the idea without asking a home purchase to rely on its completion.

Parking and station access change together

BART’s summary includes 145 future garage spaces for riders, substantial bicycle parking and a city parking-management effort around the station. These elements respond to the change in how the site is used.

A household that walks to BART will assess the station district differently from one that drives and parks there. For the latter, current construction arrangements and the eventual garage are separate questions. For the former, the route from home, crossings and station entrance are central.

Private parking at a nearby home also remains its own feature. A unit’s assigned space or a house’s garage should be evaluated through the actual ownership and physical arrangement, regardless of public station-parking plans.

Compare existing ownership with existing ownership

The project adds rental housing, while a buyer may be considering a condo, townhome or detached house nearby. Those options do not have identical tenure or financial obligations. A large apartment count does not translate directly into an equivalent number of homes offered for purchase.

Use relevant competing sales for the property’s pricing comparison, then discuss the station development as part of its changing surroundings. No single project figure supplies a reliable appreciation percentage for every neighboring home.
