West County’s October 2026 Wastewater Proposal: What the Two-System Approach Means
By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.
West County’s wastewater discussion has moved beyond the broad question of whether communities could work together. Sonoma Water’s latest study page describes a preferred approach using two treatment systems, with a new combined facility proposed for Forestville, Graton and Occidental.
The October 2026 document is a draft Project Advancement Report. Its implications are worth understanding, particularly for buyers comparing sewer-served properties with rural homes on septic systems. The report describes a possible future network, rather than an immediate change to every property’s service.
A study milestone followed by an advancement report
Sonoma Water’s project page records submission of the final feasibility study to the North Coast Regional Water Quality Control Board in May 2026. A draft advancement report followed on October 5, with a stated public-comment deadline of October 18, 2026.
The published summary describes two systems: continued treatment at the Russian River County Sanitation District facility in Guerneville, and a new Forestville treatment facility combining Forestville, Graton and Occidental. It identifies potential additional demand in equivalent single dwellings, a sewer-planning unit, rather than simply counting new houses.
Why a service unit differs from a housing forecast
A system needs a way to compare wastewater demands from different users. An equivalent-dwelling measure allows planners to express that demand on a common basis. It does not mean that the same number of residential building permits has been approved or that homes will be constructed on a defined schedule.
This distinction prevents an infrastructure study from becoming an unsupported development forecast. Treatment capacity, collection lines, property connections and land-use approvals each have a role. They do not all arise from one study recommendation.
The existing districts already reuse water
Graton Community Services District describes providing recycled water to agricultural producers to offset demand on groundwater and streams in the Atascadero and Green Valley Creek watershed. Forestville Water District reports an existing reclamation system supplying about 25 million gallons annually for irrigation and other identified customers.
The regional discussion therefore builds on existing operations. It is not the first use of recycled water in the area. The question concerns how treatment, reuse and service could work together at a broader scale.
Three different changes can be hidden in one headline
Combining treatment operations is one change. Connecting wastewater collection networks is another. Extending service to an unsewered property is a third. They involve related infrastructure, but the practical consequences for a homeowner can differ.
A buyer of an existing sewer-served home may be most interested in future operating responsibilities, reliability and costs. A septic-property buyer may instead want to understand whether an extension is actually proposed for the location, how it would be financed and what a connection would require. The study is a starting point for that conversation, not a connection authorization.
Keep today’s service arrangement visible
For a property being purchased now, identify the current provider or onsite system and its actual obligations. Evaluate any future network proposal as a separate layer of context. That keeps the ownership decision usable even if planning stages, funding or routes change.
The same discipline applies to cost. A study’s regional estimates are not a property-specific assessment notice or contractor quote. The future delivery and financing arrangements will determine which costs attach to which users.
For related local context, compare the Forestville and Occidental community guides. The October draft marks an important step in West County planning while leaving implementation decisions ahead.
