Novato’s Redwood Boulevard Housing Plan Changed: Reading the 80-Home and 50-Home Versions
By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.
A homebuyer researching Redwood Boulevard in Novato can encounter two different project descriptions: an 80-home affordable ownership community and a 50-home single-family proposal. Both have a documentary source. The difference becomes clear when the records are placed in date order.
This is a useful local example of why a housing pipeline is a changing sequence rather than a fixed inventory. A proposal’s design, unit count and schedule can change before any household receives the keys.
The older county material described 80 homes
Marin County’s December 2024 environmental review material describes Habitat Redwood Boulevard as an 80-home affordable ownership proposal with several building types. The county’s April 2025 funding announcement also uses an 80-unit description for the property at 8161 Redwood Boulevard.
Those records explain what was being evaluated and supported at those stages. They remain useful history, even though a later applicant update describes a revised concept.
The July 2026 applicant update describes 50 homes
Habitat Greater San Francisco’s July 30, 2026 project announcement says updated plans were submitted to the City of Novato for 50 single-family homes. The current page describes three- and four-bedroom units, further review and entitlement work, and expected construction beginning in early 2028.
The change is 30 fewer proposed homes, or 37.5% of the older 80-home count. That calculation describes the difference between two project versions. It is not a 37.5% decline in Novato’s existing housing stock or a measure of citywide home prices.
The revision changes more than the headline count
The applicant now describes the offering as single-family homes. A buyer following affordable ownership opportunities therefore needs the program’s current home descriptions, application process and eventual sales documents, rather than the building mix in an older funding file.
The applicant’s current page says applications are a future step and directs interested households to its own information and readiness resources. A homebuyer should follow that process directly. This is a separately administered affordable ownership opportunity, with its own requirements; it is not an ordinary collection of unrestricted resale listings.
A revised proposal is a different kind of choice from an available home
Someone who needs to move this year is making a different decision from someone able to follow a future homeownership program. The project may be highly relevant to the second household without supplying a current solution for the first.
Keep the housing search organized around those different time horizons. Compare available homes on their present terms. Follow the proposed community through the applicant’s updates and the city’s review process. The two searches can proceed together without treating a future opportunity as an immediately purchasable property.
How the project fits a wider Novato conversation
The revision is also useful context for owners discussing housing supply. A pipeline count should retain the project version, housing form and stage behind it. Adding every number found in older reports can double-count a revised project or overstate the homes expected from it.
The appropriate price comparison for a nearby home still depends on the properties that compete for its buyers. An income-restricted future ownership program and a market-rate resale can serve different purchase needs. The distinction makes the local supply discussion more informative.
Use the latest version for the next decision
For Redwood Boulevard, begin with the applicant’s July 2026 update, then review subsequent city and applicant materials as they become available. Preserve the older records as the explanation of how the plan evolved.
